ROLE PURPOSE

Save the Children Indonesia will implement Global Partnerships Education (GPE) Multiplier Fund Project. The Deputy Chief of Party (DCOP) directly report to the Chief of Party (COP) and responsible for all programmatic, operational and financial aspects of GPE activity, supporting seamless implementation, support monitoring and evaluation, and ensure quality of the project. This position will be responsible for the overseeing all technical and program quality management, and operations on the activity, leading a high-functioning program and operations team. A key function of the DCOP, will be to identify improvements to operational and financial tools and approaches in this highly-complex implementing environment.

Working with the CEO, Chief of Partnership and Strategic Program Operation (PSPO), Chief of Finance Officer, COP and senior leadership team, the post holder shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing and culture of the organisation are suitably aligned with the mission, evolving goals and strategic ambitions aligned with the Member Accountability Framework and Minimum Performance Standards for Associate Membership.

As a member of the Indonesia Leadership Team (ILT), the Deputy Chief of Party shares in the overall responsibility for the strategic direction, resourcing, oversight, governance, and coordination of SC IDN in Indonesia within the agreed framework set by the Board of Patrons and the MOU with Save the Children International. He/she has primary authority for the day-to-day management of the organization’s operations as assigned/delegated by the Yayasan Save the Children Indonesia Board and Management. The post holder will act as a business partner providing strategic and technical advice to ILT so that the organisation is able to deliver sound financial planning, monitoring, management of all financial aspects of the organisation. The post holder will ensure that the organisation has agile structure and finance-related systems, sound business plan and mechanisms to carry out his/her duties in a high-performing organisation.

SCOPE OF ROLE

KEY AREAS OF ACCOUNTABILITY

Working closely with the Chief of Party (COP) and another Sector Leads to

  • Responsible for ensuring that program activities are designed, implemented, and completed following a fast-paced program strategy.
  • Administer the development and successful implementation of work plans and oversee the creation of reports and other deliverables in a timely and accurate manner.
  • • Oversee and support implementation through a strategic partner, including the supervision of proper targeting, identification, registration, and monitoring of beneficiary lists in the intervention zone.
  • The purpose of the role is strategic oversight and management of the set-up, and strengthening of program implementation in SC Indonesia operating locations
  • Quality technical leadership and advice to the local partner around the design, implementation and monitoring of project work at state and community levels.
  • Ensure that efficient systems are in place to support all aspects of project activity, including financial and grant management, project monitoring and evaluation, and sub grant management, and that they support the effective use of project resources in compliance with donor regulations.
  • Work closely with the Research, Evidence, Accountability, Learning, and Monitoring (REALM) team to develop appropriate monitoring and evaluation plans and to capture learning opportunities around the effectiveness of education programming.
  • Work with the logistics team in the identification and selection of vendors to participate in program activities
  • Ensure that all vendors working on the program are abreast with and respect all SCI rules/regulations pertaining to the program as well respect the rights and privileges of beneficiaries
  • Maintain close contact with the service providers facilitating the education/learning assistance program and ensuring timely replenishment of beneficiary accounts as well as tracking beneficiary transactions.
  • Ensure compliance with the GPE grant, and government provisions, and timely fulfilment of all project programmatic reporting requirements.
  • Oversee timely expenditure of approved budgets, avoiding both under spending and overspending on grant line items.

Program Management & Delivery

  • Responsible for coordination of program implementation both direct and indirect, and for delivery of high-quality programming on time, on budget, in line with the objectives of the Country Strategic Plan (CSP) 2025-2027 and in accordance with donor requirements
  • Require and coordinate with Provincial Managers and Ecosystem Coordinators/Lead to prepare timely and high quality donor report and other donor requirement in a manner to allow Technical Advisors (TAs) and Awards review, consolidation and submission
  • Support the COP and SLs to lead on key delegated areas, including Partnership strategy and programing and government liaison for project sub-agreements
  • Represent Save the Children to members, donors and other stakeholders as required.
  • Schedule periodic field operations support and monitoring visits to the relevant field locations, designed to observe program delivery, ensure accountability to beneficiaries, monitor controls and adherence to systems, spotlight progress and achievements, and inform learning.
  • Ensure that key project documents are in place at project kick-off, including procurement plans and HR planning, implementation plans, phased budgets, and ensure the periodic review of the same
  • Closely monitor Key Performance Indicators (KPIs) and trouble-shoot issues affecting program delivery at field level, drawing on support from COP and relevant departments within the country office.
  • Support COP and Business Development in program development and ensure program quality.
  • Work closely with COP to support Education Ecosystem Convener partners and offer leadership and identify areas where partners may need capacity building or other support.

New Business Development

  • Work with COP in donor engagement and resource mobilization
  • Ensure new programmes and projects are built on a strong evidence base resulting from learning, drawing on needs assessments and situational analyses that include participation of children and other stakeholders
  • Work closely with the COP to ensure program quality standards are established throughout the project cycle and across the portfolio, including operational research to inform program improvements
  • Representation and Leadership
  • Represent Save the Children in development coordination fora within the Global Partnership for Education (GPE) ecosystem, from Donor, Co-Chairs (National Government counterparts: Ministry of Education Culture Research and Technology / MoECRT and Ministry of Religious Affairs / MoRA, Co-Coordinating Agencies, DFAT-INOVASI team, Consortium Members
  • Maintain good working relationships with other development partners, and Sub-National Governments (Provinces and Districts), Local Organizations, Save The Children Australia, and other Education stakeholders within GPE Multiplier Fund Save The Children Ecosystem Convener
  • Encourage teamwork, openness, and honesty among staff and between SC and its partners.
  • Establish a sound REALM system and Practice
  • Generate leadership support for REALM and appropriate resourcing of REALM functions so that all sectors on the program can clearly demonstrate outcomes and impact for children.
  • Ensure monitoring and evaluation systems are used effectively to communicate impact and performance in all GPE programmes.
  • Drive effective collaboration between REALM staff, Technical Advisors and program implementation teams to develop log frames, indicators, implementation plans, quality benchmarks, monitoring and evaluation frameworks and related tools.
  • Provide tools and incentives to ensure that REALM works with programme and operations teams to collect high-quality data for programme design and decision making, including needs assessments, baselines and human-centred design approaches

Staff Management, Mentorship, and Development – Program Implementation

  • Ensure that all staff understand and are able to perform their role
  • Manage Program Implementation team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Incorporate staff development strategies and Performance Management Systems into team building process. Establish result-based system and follow up.
  • Manage the performance of all staff through:
  • Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching, mentoring and other developmental opportunities;
  • Recognition and rewards for outstanding performance;
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans. To be responsible for the work and professional conduct of staff and ensure that appropriate expertise is developed and maintained through continuing professional and personal development
  • Build capacity of programme staff and Save the Children partners and ensure advocacy is included in their plans and annual objectives.

  • Takes a lead in establishing, maintaining, and improving active and regular working relationships with: host government authorities, corporate and individual donors, and partner agencies including humanitarian and development donors, and local and international NGOs.
  • Acts as a role model in ensuring that Yayasan Save The Children Indonesia. complies with all Save the Children Management Operating Standards and Standard Operating Procedures.

QUALIFICATIONS AND EXPERIENCE

  • Recommended a minimum of 10-year management experience in a corporate or an NGO environment, including significant field operations experience running both emergency and development programs
  • Master degree in Education
  • Robust experience of leading consortium type of projects
  • Robust experience of program cycle management, and with experience of working within a complex and matrix organisation structure
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others
  • A very good understanding of education and advocacy programs with specific context for Indonesia

EXPERIENCE AND SKILLS

Essential

  • Five (5) years of experience as Deputy Chief of Party, senior management position, director, or equivalent, leading implementation of large international donor programs
  • Experience in leading complex consortium program with total budget of minimum US$ 10 million life –of- project.
  • Demonstrated knowledge and application of relevant DFAT and Global Partnership for Education (GPE) policies and strategies.
  • Ability to develop effective working relationships with GPE as international donor, government officials, civil society organizations, implementing partners, and other education stakeholders.
  • Knowledge/experience with DFAT and Global Partnership for Education rules and regulations required.
  • Significant knowledge of education program, advocacy, institutions and donors, and of procedures, accountability frameworks and best practices.
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
  • Ability to analyse information, evaluate options and to think and plan strategically
  • An in-depth understanding of national and international development issues in particular in relation to children well-being, especially in children education and development
  • Strong skills and proven experience in change management processes
  • Knowledge/experience with PDIA = Problem Driven Iterative Adaptation
  • Excellent interpersonal, communication and presentation skills
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

Desirable

  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Advanced fluency in both English and Indonesian desirable
