Overview

Manage all areas of grant finance, budget oversight, and compliance.

You have:

  • Coordinate the day-to-day accounting and finance operations of Plan’s Global Fund program.
  • Prepare all internal and external financial reports, coordinate accounting business processes and ensures compliance to approved policies.
  • Conduct monthly progress monitoring and on-site data verification of Plan’s partners for the validation of expenses.
  • Organize monthly coordination and learning meetings with the finance teams of Plan’s partners.
  • Mentor all Global Fund Program Finance and Admin staff, coordinating its day-to-day financial and administrative operations.
  • Prepare and facilitate audits/LFA reviews according to Plan and donor requirements.

The Opportunity

Plan International Liberia has been awarded the GC7 TB/HIV/RSSH grant and the C19RM grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria GFATM. As Principal Recipient, Plan International Liberia is leading one of the largest health grants in Liberia, focused on tackling HIV, TB, and strengthening health systems nationwide. The grant spans from January 1, 2024, to December 31, 2026, implemented in collaboration with key partners including the Ministry of Health’s NACP and NLTCP, donor agencies such as PEPFAR, USAID, and CDC, as well as civil society organizations, UN agencies, and other stakeholders.

Under this grant, Plan International Liberia coordinates a complex portfolio involving 5 Sub-Recipients, 10 Sub-Sub Recipients, and 2 Service Providers across a national scope of interventions.

We are seeking a highly skilled and experienced individual to join our team as the Deputy Chief of Party – Finance (DCOP-F) for national TB, HIV, and RSSH program under the Global Fund GC7 and C19RM grants. The DCOP-F will be responsible for providing overall financial leadership and strategic guidance to ensure effective, efficient, and compliant implementation of the project. This includes oversight of budgeting, financial planning, accounting, internal controls, subrecipient financial management, and timely donor reporting.

The ideal candidate will possess deep knowledge of financial management in large-scale, donor-funded health programs, with a strong understanding of Global Fund financial and compliance requirements. The DCOP-F will work closely with the Chief of Party and Country Finance Manager, technical program leads, procurement and supply chain teams, and implementing partners to ensure optimal use of grant resources while maintaining strict adherence to financial policies and procedures.

The DCOP-F will also play a critical role at the national level in strengthening financial systems, building the capacity of subrecipients, and supporting risk mitigation efforts in alignment with national and donor standards. This includes facilitating timely audits, ensuring high-quality financial reporting, and supporting performance-based decision-making.

Do you have what it takes?

Knowledge

  • University degree in Accounting/Finance- preferable
  • Good knowledge of program management
  • Good experience and knowledge of accounting and grant funds management regulations and procedures
  • Good experience and knowledge on internal financial controls and procedures.
  • Good experience in grant reporting requirements and knowledge of Plan’s grant financial systems and procedures.
  • Experience in sub-contracts and sub-grants management, high-risk, complex programs and remote programming is preferred
  • Familiarity with Global Fund rules and regulations is required.

Location: Monrovia, Liberia – 25% travel required. This is a global search and the role must be located in Liberia and therefore an International relocation package would be available if required.

Type of Role: Contract until December 2026.

Reports to: Chief of Party for the Globl Fund/ TB/HIV/RSSH with dotted lines to the Country Finance Manager (CFM)
