The Opportunity

The Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria has approved the Republic of Mali's request for funding for the continuation of the HIV/TB grant and Health System Strengthening (HSS) in Mali for the period January 2024 to December 2026.

Plan International Mali has been approved by the CCM of Mali in collaboration with the Global Fund, as the CoPR of the HIV/TB grant with the Cellule Sectorielle de lutte contre le VIH/SIDA, la Tuberculose et les Hépatites (CSLS-TBH) and we are therefore recruiting the Deputy Chief of Party - Finance and Administration.

The Deputy Chief of Party, Finance and Administration is responsible for overseeing project finances and operations, including administration, in accordance with relevant Global Fund rules and regulations and in line with Plan International’s financial and administrative management policy provisions.

In perfect harmony with the Chief of Party, the Deputy Chief of Party collaborates closely with the Cellule Sectorielle de lutte contre le VIH/SIDA, la Tuberculose et le Paludisme as well as with the Direction Générale de la Santé (DGS) of the Ministère de la Santé et du Développement Social (MSDS) and the Directions Régionales de la Santé for a concerted and collaborative management of the grant. Likewise, they collaborate with the Country Coordinating Mechanism (CCM), the Global Fund Secretariat through its Portfolio Manager (FPM), the Local Fund Agent (LFA), the Plan International Regional Office (WACAH) and Plan International Canada as a strategic technical partner in the implementation of the grant. Reporting to the Chief of Party (COP), they ensure coordination and open communication with the CoPR, the DGS and the Directions Régionales de la Santé (DRS), as well as with the other PRs of the HIV/TB/HSS grant, i.e. the Unité de Mise en œuvre du Renforcement du Système de Santé (UMRSS), ARCAD Santé Plus and all the other key stakeholders involved in implementing the program.

The Deputy Chief of Party, Finance and Administration will oversee quality financial and administrative management and financial reporting of the grant. They will ensure best use of resources by managing the preparation of sound budgets, monitoring project expenses, ensuring compliance with grant terms and conditions, preparing for and facilitating the audit of the grant according to Plan International and donor requirements and schedules, conducting monthly progress monitoring and on-site data verification of CSLS-TBH and financial systems of DRS, organizing regular coordination and learning meetings with CSLS-TBH and DRS finance teams, overseeing development of vendor and other partner contracts, overseeing project procurement of health products and non-health products and ensuring timely payments to vendors and partners, ensuring Plan, vendor and all partners comply with both Plan, vendor and local legislative requirements, and fulfilling any other anticipated activities to support quality implementation of the TB/HIV grant.

The Requirements

  • Master’s degree in business administration, accounting, finance or financial management, and/or a professional qualification in accountancy;
  • In-depth knowledge of Global Fund financial management rules and regulations and Global Fund grant reporting requirements and rules
  • Extensive progressive experience in the financial management of large international development programs;
  • Demonstrated experience and knowledge of internal financial controls and procedures;
  • Proven experience working with government agencies and local organizations as part of Sub-grants /subcontracts
  • Demonstrated ability to successfully manage projects with rigorous timelines and deliverables;
  • Fluent command of written and spoken French is required
