The Deputy Chief Budget Division reports to the Chief Budget Division.

Responsibilities Provides leadership to ensure efficient functioning of Programme Budget and Financial Planning and Analysis day-by-day operations; plans, leads, monitors and evaluates the Programme Budget staff performance; provides technical guidance and ensures that the staff are sufficiently trained to perform their functions.

Leads in the preparation of the Agency's Biennium Programme budgets, Annual Operational Budget, and Fascicle Budget; monitors budget status in respect of changes in the programme budget and setting out operational instructions to guide users in the planned accounting periods.

Manages the establishment and updating of appropriate financial management information systems and in the development of budgetary systems, procedures, technical instructions and plans and oversees the implementation of training programme on budgetary techniques for the Finance and Administrative staff.

Establishes the work programme for the Budget Division and coordinates budget activities with other Programme, Support Departments, Divisions.and Field Offices and provides authoritative guidance and interpretation on strategic and operational issues Agency-wide.

Manages the reporting function in the Budget Division’s and identifies any possible deviations between budget and expenditure and recommends to CBD the required corrective action by Finance or operating departments.

Leads the provision of timely and accurate financial data and analysis to the Management Committee and responds to relevant ad hoc requests including external parties.

Acts for the Chief, Budget Division during his/her absence.

Education Advanced university degree (Master’s or equivalent) from an accredited educational institution in finance, accounting or business administration.

Membership in an international professional body of accountants such as Chartered Management Accountant.

Work Experience At least eight years of progressively responsible and relevant professional experience in finance, accounting or business administration is required.

Four years of relevant work experience in a senior supervisory position in a large international, governmental or commercial organization in areas of programme planning, budgeting or other related financial work is required.

Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required.

Advanced university degree (Master’s or equivalent) from an accredited educational institution in finance, accounting or business administration is required.

Membership in an international professional body of accountants such as Chartered Management Accountant is required.

Experience in a budget or finance office of an organization in the UN common system is desirable.

Languages Excellent command of written and spoken English.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: 2 years, with the possibility of further extension.

The Deputy Chief Budget Division will be required to reside at the duty station of assignment.
