The Democratic Republic has the Congo is still affected by the consequences of decades of civil war. In precarios situation, IDPs suffer from chronical food insecurity and/or diseases linked ot lack of access to water, hygiene and sanitation. Since 2003, Acted acts mainly to respond to emergencies, reinforce the population’s resilience, co-creating an effective governance and promoting an inclusive and sustainble growth. Intervening mostly in the areas of South Kivu, Tanganyika and North with projects financed by BHA (Bureau for Humanitarian Assistance), FH (Fond Humanitaire), ECHO (European Civil Protection and Humanitarian Aid Operations) and FCDO (Foreign*, Commonwealth & Development Office),* Acted brings a flexible and adapted emergency response to the complex and acute humanitarian crisis by assisting the most vulnerable populations. With projects ongoing in these several areas, Acted seeks to response to their basic needs in terms of accommodation (shelter), food security, NFIs or access to water while ensuring the promotion of a protective environment.

You will be in charge of

The Country Security Volunteer will directly support the Country Director/Country Security Manager in drafting security documents, contextual analysis, and working to comply with security standards.

Reporting

Ensure that the TITANIC report is sent each month to the Country Security Manager and then to the headquarters security department on the 5th of each month.

Ensure that the security documents identified above are shared with the headquarters security department for centralization and archiving.

Information Gathering and Contextual analysis:

Gathering of information through different sources (reports, social networks, press, meetings…)

Analysis of the changing context and the impact on Acted ‘s activities, assets and staff

Safety and security assessments, audits and operational support

Update the security risk assessment, SOPs and other security documents, as directed by the country security manager.

Perform regular checks of hibernation kits and order replacement stock.

Perform regular checks of the fire safety plan and implementation of all Acted premises.

Support the Country Security Manager in drafting the Country Security Plan SEC-01

Support the Country Security Manager in preparing and updating the SEC-25 hibernation/relocation/evacuation plan and any required SEC-26 Contingency Plans for all Acted bases

Support the Country Security Manager in preparing and updating SEC-11 Basic Security Rules for each Acted /IMPACT intervention area and ensure that all Acted /IMPACT staff are fully informed and prepared.

Expected skills and qualifications

University degree in international relations or politics, Sciences Po, business school or similar Level of study required: BAC+4/5 Rigorous and meticulous approach to work Dynamic, autonomous and proactive Ability to communicate and report Excellent level of written and spoken English (daily contact with local teams) Interest in international relief and development programs Interest in security and safety issues Available 6 months full time

Status: volunteer

  • 300 USD per month living allowance
  • Coverage of all accommodation, guesthouse, food, and travel costs, a luggage allowance of 50 kg

  • One week pre-departure training in ACTED HQ, including a 4-days in situ security training
