This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of Team Leader Effective Governance or his/her designated mandated representative(s), the UN Volunteer Democratic Governance Specialist will support the Effective Governance Unit in programme delivery and meeting corporate requirements. Specifically, s/he will:

Support the Effective Governance Unit in the implementation of its programmes and interventions****:

  • Support the Team Leader and Deputy Team Leader in ensuring the overall programme coordination and implementation across the Effective Governance Unit;
  • Follow-up with the relevant teams to ensure timely preparation and submission of annual work plans, budgets, and other documents for different projects and portfolios within the Unit;
  • Support monitoring progress against annual and quarterly work plans and budgets for different portfolios operational within the unit
  • Ensure the day to day administrative matters of the Programme
  • Provide secretariat support services to team meetings, management meetings, board meetings, and other coordination mechanisms within the Unit.
  • Consolidate inputs from the Unit, as required and ensure draft reports are produced by the relevant projects and programmes in time according to UNDP’s contractual obligations;
  • Assist with relevant reviews of the regional and global governance frameworks and documents the UNDP Pacific may be required to input based on its work;
  • Assist in audits, spot-checks, implementation of follow up and action plans;
  • Establish and maintain functional programme documentation platform;
  • Mainstream gender in the implementation of the programme;
  • Support UNDP work and advocacy for implementation of UN normative frameworks, SDG 16, human rights treaty obligations, and other international global goals.

Support Inter Agency coordination:

  • Support implementation of Outcome Group 5, which the Effective Governance Unit leads within the UN System in the Pacific. Help in organising the meetings of the Outcome Group 5.
  • Support the implementation of UN Joint programmes which UNDP is part including making contributions to concepts development, activity implementation and reporting;
  • Participate in the democratic governance processes within the UN System and as may be required with relevant national and regional organisations;
  • Prepare of substantive inputs in human rights, peace, gender, access to justice, and election-related activities of the above and other national and regional partners.

Provide support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Actively monitor, track and update on new and available opportunities for funding in key areas focused by the Effective Governance Unit;
  • Participate in tracking and reporting on mobilized resources;
  • Support Team Leader and Deputy Team Leader in writing project documents, budgets and work plans for donors;
  • Support the strengthening of UNDP’s strategic partnership with CSOs, government agencies, donors and other UN agencies.

Support creation and implementation of knowledge management and sharing mechanism within the Effective Governance Unit

  • Under the guidance of Team Leader and Deputy Team Leader, design, create, and implement knowledge management and sharing mechanism for the Effective Governance Unit after reviewing the existing practices and platforms. The mechanism should help maintain documentation of all the Unit’s work and share the same with team members. It should meet the requirements for a Results-Oriented Annual Report and periodic corporate audits.

  • Undertake research and analysis on democratic governance issues relevant to the Pacific region and the Unit.

  • Help in preparation of Results-Oriented Annual Report (ROAR) as and when needed.
  • Generate knowledge on parliament, elections, anti-corruption, public finance management, and rule of law trends and strategies within the region;

  • Compile and analyse the research of the political, social and economic situation in the country as it democratic governance within the region;

  • With supervisory support provide a synthesis of lessons learned and best practices within the Unit, including production of human-interest stories and case studies.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Governance, political science, democratization, social sciences, international relations, law, or related fields field and/or relevant practical experience in social development projects. (BA as min. requirement)

Required experience:

24 Months

Experience remark:

  • 2-3 years of experience contributing to development projects, of which 2-3 years of experience of working on democratic governance projects (elections, parliament, human rights or access to justice).
  • Knowledge and understanding of democratic institution’s development processes and standards is an asset.
  • Background or knowledge of monitoring and evaluation systems will be a strong asset.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including politicians, parliamentarians and other government officials
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word,) and email/internet; familiarity with database management; and office technology equipment; knowledge of data science applications such PowerBI, Surveying tools and data analysis applications e.g. SPSS/R will be a strong asset.
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
