Salary

The salary for this job should be between 158,652 USD and 204,549 USD.

The Position:

The Demand and Supply Planning Specialist (Team Lead) is located in the Supply Chain Management Unit (SCMU) and reports to Head of Pillar 1 - Resilience and Capacity Development Advisor. The incumbent will work closely with the new integrated HQ division (name To Be Decided), the UNFPA Supplies Partnership, the Humanitarian Response Division, the Regional Offices and the Country Offices.

The Demand and Supply Planning Specialist leads the team focusing on demand and supply planning, including quantification and forecasting of core commodities for UNFPA programmes and partners.

The Supply Chain Management Unit (SCMU) was operational in January 2022 and is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.

Job Purpose:

The Demand and Supply Planning Specialist will lead a team responsible for ensuring all UNFPA programme countries have access to a broader mix of modern contraceptive methods and essential, lifesaving maternal health commodities, and other related core commodities. This role is multi-sectoral and crosscutting, engaging in all issues affecting partnerships, market shaping, expanding choices, new and lesser used products, supply chain system strengthening, supply management, quality, availability, accessibility and sustainable financing of Reproductive Health (RH) commodities.

The incumbent will provide relevant technical advice and support in forecasting and quantification of programme supplies to inform procurement, building on existing national planning exercises.

Qualifications and Experience:

Education:

• Advanced university degree in either Pharmacy, Supply Chain Management, Public Health disciplines, Procurement or Logistics, Economics or Business Administration.
• Additional qualification in regulatory sciences, health policy and administration or health systems management will be an asset.

Knowledge and Experience:

• A minimum of seven (7) years of relevant progressively responsible professional experience, at the international level, where:
  • At least three (3) years were spent on direct country support on health supply chain in development and/or complex humanitarian operating environments in low resource countries.
  • At least two (2) years of experience in sexual and reproductive health commodity quantification, forecasting, supply management, warehousing, distribution, logistics information systems.
• Experience in developing analytical tools for management reporting and performance metrics in supply chain.
• Basic knowledge of the principles and operational aspects of integrated reproductive health care in the global development and humanitarian community is preferred.
• Demonstrated expertise in family planning programming, including promoting expanded options and method mix and introduction of new contraceptive technologies.
• Knowledge of the principles and operational aspects of integrated reproductive health care in the global development and humanitarian community is preferred.
• Professional written and spoken presentation skills, including for the development of reports, presentations, and the ability to synthesize complex technical documents for both technical and non-technical audiences.
• Strong interpersonal skills and capability to develop and maintain broad diversified partnerships.
• Two years of supply chain management experience at regional or global level is an asset.
• Knowledge of UNFPA mandates, policies, and guidelines is an asset.

Languages:

Fluency in English is required. Working knowledge of another official UN language is desirable.
