Result of Service The services of the Consultant will assist the authorities of the selected countries in implementing best practices for debt management, and improve DMFAS 7 development in the public accounting module.

Duties and Responsibilities Under the general direction of the Chief of the DMFAS Programme, GDS, UNCTAD, under the operational supervision of the QAUS (Quality Assurance and User Support) Coordinator and in cooperation with the DMFAS Project Managers, and in close coordination with the National Project Focal Points concerned, the Consultant will undertake the following duties :

  • For the DMFAS Programme’s, the consultant will support DMFAS 6 projects on strengthening debt management capacity-building projects in various Ministries of Economy and Finance, in particular in the field of establishing viable organizational structures and procedures for debt management and the elaboration of debt statistics. Moreover, the consultant will also provide technical knowledge for the DMFAS Programme for the development of the DMFAS 7 software, taking into account those procedures.

Her/his tasks will include:

  • Research on topics related to debt management procedures in Ministries of Finance, Central Banks, Audit Offices, with particular emphasis on middle office procedures related to debt statistics and analysis and strategy formulation, back office procedures such as disbursements of funds, debt payment operations and front office procedures such as issuance of debt securities and loan negotiation.
  • Research on topics related to back office accounting procedures in relation to the International Public Accountancy Standards (IPSAS), in particular IPSAS 29 and 41. Elaboration on how those standards affect debt management procedures and the registration of debt into the DMFAS system. Analysis of the calculation methods related to IPSAS 29 and the changes needed to be made to the DMFAS system.
  • Revision of the existing course material for debt management procedures. Streamlining the material to be more in line with best practices for debt management. Redraft existing modules an add new modules specific to IPSAS standards.
  • Based on the work on procedures, draft generic job aids for specific debt management procedures, such as debt data registration for different types of instruments, debt data validation, debt reporting of stocks and flows, production of debt projections, production of debt accounting reports based on IPSAS requirements among others.
  • As requested by the Chief of the DMFAS Programme, act as resource person in workshops related to debt management procedures, debt statistics and debt data validation.
  • Draft the User Requirement Definition for the adaptation of DMFAS to IPSAS 29 related debt management procedures.
  • Participate in other activities related to debt management procedures as requested by the chief of the Programme

The consultant will be provided with specific terms of reference for each assignment. Given the complexity of the activities, a debriefing is requested.

The consultant will also: Provide reports on each mission to UNCTAD that will be ultimately presented to the head of the DMOs and the donors by the DMFAS Programme. Fully collaborate with DMFAS staff in preparing and providing material during the whole working period of this project for the successful outcome of the activity.

Qualifications/special skills Academic Qualifications: An advanced university degree, Master, in computer science, statistics, economics or finance. Experience: At least 10 years of experience in the field of public finance or debt management. Experience in the reorganisation of public debt offices and in the drafting of debt management procedures manuals. Experience with DMFAS 6 for debt recording and reporting is required. Experience in teaching concepts of debt management required as is experience in teaching about debt management procedures, including debt statistics, debt analysis and debt data validation techniques. Experience with the DeMPA (Debt Management Performance Assessment) methodology would be an asset. Language: Fluency oral and written in Spanish, English and French is required.
