Description of Organization: DDI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact. ITR leads USAID's work in expanding innovative technologies, processes and practices that amplify the success of USAID’s programming. ITR/R channels the technical expertise of scientists and researchers to generate and use evidence to inform policies, programs and innovation, while also accelerating local scientific capacity.

Description of Position: The anticipated vacancy for the Supervisory Program Officer/Deputy Director position will support ITR’s entire portfolio of programs, policies, and activities primarily by: 1) serving as a critical member of the supervisory management team within ITR/R; 2) directing activities within ITR's Higher Education Solutions Network suite of programs; and 3) providing leadership for significant portions of the research policy portfolio with the ITR/R portfolio. The Deputy Director will have a special focus on Research Policy, particularly in collaboration with our Agency and Higher Education partners.

Future of Work Designation: This position has been designated as Telework Eligible (from three to eight days per pay period).

Qualifications:

  • Must be a U.S. citizen.
  • Must be eligible to obtain and maintain a Top Secret security clearance.
  • You must have one year of specialized experience equivalent to the next lower grade level (FS-2) of this position. Examples of specialized experience include experience:
    • Managing employees as a Team Lead or formal Supervisor including distributing and balancing workload and tasks among team members and providing on-the-job performance feedback and coaching;
    • Directing and overseeing the development of research policy and programs;
    • Experience coordinating or leading collaborative efforts designed to link research and practice/policies in an international development context; and
    • Representing organizational leadership in public meetings with other organizational entities, external partners, and other government departments and agencies.

Preferred Qualifications:

  • Seven to ten years of professional work experience in a related field with evidence of increasing responsibilities;
  • Master’s Degree (or higher) in a scientific discipline, international affairs, public policy, or related field; and
  • Significant experience performing research within an institution of higher education resulting in published work.
