Description of Organization: DDI integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

ITR leads USAID's work in expanding innovative technologies, processes, and practices that amplify the success of USAID’s programming. ITR/R channels the technical expertise of scientists and researchers to generate and use evidence to inform policies, programs, and innovation, while also accelerating local scientific capacity.

Description of Position: The incumbent is responsible for activity design and adaptation, grants and contracts management, monitoring and evaluation activities, and internal and external customer service activities. Additionally, the incumbent will provide technical direction and advisory services to internal and external partners, including implementing partners as needed. The incumbent will play a key role in identifying and advancing Strategic Partnerships for ITR/R and will also be instrumental in expanding the “research approaches” component of ITR/R’s service delivery. Organizationally, the Program Officer position will fall directly under the Research Policy and Coordination Deputy Director but will support efforts in both the Research Programs, higher education partnerships, research policy, and Chief Scientist portfolios of the division.

Future of Work Designation: This position has been designated as Telework Eligible (from three to eight days per pay period).

Qualifications:

  • Must be a U.S. citizen.
  • Must be eligible to obtain and maintain a Secret security clearance.
  • You must have one year of specialized experience equivalent to the next lower grade level (FS-3) of this position. Examples of specialized experience include:
    • Demonstrated experience developing and/or maintaining complex, multi-stakeholder strategic partnerships to improve development outcomes;
    • Experience coordinating or leading collaborative efforts designed to link research and practice/policies for international development;
    • Experience in federal program management, particularly related to research activities, including proposal/application review and grants or contract management;
    • Outstanding interpersonal skills and demonstrated comfort with public speaking and representing an organization in interagency or organizational events or activities;
    • Demonstrated interest in research policy and approaches; and
    • Experience performing research within an institution of higher education preferred.

Preferred Qualifications:

  • Seven to ten years of professional work experience in a related field with evidence of increasing responsibilities; and
  • Master’s Degree (or higher) degree in a scientific discipline, international affairs, international education, public policy, or related field.
