Description of Organization: DDI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. EMD leads and supports USAID Missions and other Operating Units in working with civil society, the private sector, and governments to build better enabling environments and trade capacity for the development and profitability of private enterprise, toward advancing the effective design and implementation of regulations.

Description of Position: The Program Officer is responsible for the following:

  • Leading and managing activities related to inclusive economic growth and development requiring strategic analysis, reviewing and analyzing relevant sector and sub-sector budgets and data, developing, reviewing and implementing economic, financial and trade sector development policies, strategies, and guidance, as well as coordinating and providing assistance related to policy, strategy and project design and assessment;
  • Supporting monitoring, evaluation and learning lines of effort at DDI, EMD, and mechanism levels;
  • Coordinating and managing the execution of DDI/EMD programs that are broad in scope and mission. Developing new ways to resolve problems in meeting established goals, measures, and objectives for program effectiveness;
  • Planning, establishing, and directing program administrative control systems including those related to budget;
  • Performing Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) duties, using extensive knowledge of USAID regulations and oversight tools to implement systems and procedures to effectively administer USAID awards;
  • Determining resource requirements and allocations based on Bureau and Office priorities and needs;
  • Developing management tools, financial statements and other reports for management officials;
  • Coordinating across DDI/EMD and with other entities within, and external to, the Agency including portfolio progress and implementing mechanism reviews;
  • Establishing and maintaining liaisons with counterparts and working closely with counterparts across the Agency, DDI, and EMD to develop best practices for the Operating Unit; and
  • Other duties as assigned.

Future of Work Designation: This position has been designated as Telework Eligible (from three to eight days).

Qualifications:

  • You must have one year of specialized experience equivalent to the next lower grade level FS-3 of this position. Examples of specialized experience include: analyzing how to improve program/portfolio effectiveness and complex processes and systems as related to a development assistance portfolio, including support to Missions; coordinating all elements of project and activity design with the technical teams and identifying constraints and solutions to challenges encountered; and serving as a COR/AOR, including financial management, drafting memos in keeping with USAID’s Program Cycle and business processes and agreement or contract modifications as necessary, approving vouchers, and maintaining a successful working relationship with the contractor.
  • Must be eligible to obtain and maintain a Secret security clearance.
