Result of Service- Portal on regional and national initiatives available online and searchable (see output 1). - Data exchange enabled between BRS database and partners (see output 2). - Information produced by the different components of the BRS-Norad-2 project incorporated on the web portal (see output 3) - Report on data coming from the waste inventory toolkit available on the web portal (see outputs 4.a and 4.b). - Toolkit for plastic waste inventory integrated in the web portal (see output 4.c). - Technical documentation produced and handed over to BRS Secretariat to support maintenance and/or further developments (see output 5).

Duties and Responsibilities The present ToR outlines the tasks that the consultant will undertake to carry out the development of a database and a searchable web portal for the storage and the display of initiatives on marine plastic litter and microplastics and the integration of the waste inventory toolkit.

Qualifications/special skills An advanced university degree (Master's degree or equivalent) in information technology or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 7 years of progressively responsible working experience in the field of computer programming, database design and data analysis from complex databases is required. Proven experience in system analysis and design, computer programming, including advanced programming skills in MS VB or C# for .NET platform, using MS SQL Server databases, and OData restful web services is required. Experience in the development and configuration of web applications using JQuery, Kendo UI, websites content management systems such as DotNetNuke, and good understanding of latest web technologies such as HTML 5 and CSS.3 is also required. Experience in working with international organizations dealing with environmental issues is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in another UN official language is desirable.
