Result of Service The expected outcome of this consultancy is to develop the GWOPA website, Portal with all its functionalities aim at increasing awareness of GWOPA's work and WOPs practice as well as wider engagement and interaction with key stakeholders. The general purpose of the assignment is to provide development and design services to improve the GWOPA Portal and fully embed the WOPs Partnership Management Module within the Portal.

Expected duration The consultant shall work full time over a period of 6 months.

Duties and Responsibilities The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society and the private sector.

UN-Habitat hosts the Secretariat of the Global Water Operators’ Partnerships Alliance (GWOPA), a network of partners committed to helping water operators help one another improve their capacity in providing access to water and sanitation services for all through Water Operators’ Partnerships (WOPs). The WOPs initiative is based on the insight that most of the required resources of skills and knowledge needed for sound utility management reside with utility staff. WOPs help transfer this capacity through partnerships, twinning and networking between water operators at global, regional and national levels. Following the “Hashimoto Action Plan” launched in Mexico in March 2006, the UN Secretary General’s Advisory Board on Water and Sanitation (UNSGAB) requested UN-Habitat to establish this global mechanism to promote not-for-profit peer support arrangements between water utilities.

2.1 Objectives The GWOPA website, Portal with all its functionalities aim at increasing awareness of GWOPA's work and WOPs practice as well as wider engagement and interaction with key stakeholders. The general purpose of the assignment is to provide development and design services to improve the GWOPA Portal and fully embed the WOPs Partnership Management Module within the Portal.

Main activities Under the direct supervision of Programme Management Officers and in collaboration with the Knowledge Management and Communications Consultants, the incumbent will undertake two main groups of tasks: (i) Embedding the Partnership Management Platform, currently established as an isolated platform, within the developed Portal to I in order to secure efficient data management and optimal user experience, and (ii) further refinement and consolidation of the GWOPA Portal-WOPs Observatory.

Qualifications/special skills Competency: - Candidates will be evaluated on their experience within the required field. - A strong portfolio of work related to water and sanitation or/and development issues is an added plus. - Shortlisted candidates will be asked to show examples of their work. - Candidates should be able to adapt to existing graphic styles and codes of GWOPA.

Skills: - Clear and mature style of design, demonstrating an understanding of the communication requirements of a UN agency. - Good understanding of new and evolving technologies and digital platforms. - Strong creative skills. - Proven team-working ability.

Academic Qualifications: - A first-level university degree in digital communication, computer science or a related field is required.

Experience: - Four years' experience on digital projects is required, online project management in public institutions, academia or civil society organizations. - Proven experience developing and managing websites with WordPress content manager. - Strong hands-on experience with PHP, Python and MySQL database. - A minimum of two (2) years of hands-on development experience. - Four years' experience with TypeScript or modern JavaScript. - Experience with database design would be an added advantage

Language: - Fluency in English is required, both understanding and writing skills.
