Overview

Design and implement a scalable database for climate change monitoring in agriculture.

You have:

  • A minimum of a degree and/or at least 3 years relevant work experience in Computer Science or equivalent.
  • Minimum of 3 years experience in database design, development and maintenance.
  • National of Trinidad and Tobago or resident in the country with a regular work permit.

Organizational Setting

The Government of the Republic of Trinidad and Tobago is undertaking its readiness activities for accessing Green Climate Fund (GCF) resources for addressing climate change. The project involves strengthening capacity of the Government to access climate finance through extensive stakeholder engagement, with the main objective of improving the monitoring system for climate change impacts on the agriculture sector in Trinidad and Tobago. The activities under this readiness project will provide important baseline data and information that would be useful for future decision making on climate change priorities in the agriculture sector and therefore a basis for concept note and proposal development.

Reporting Lines

The Consultant will report to the FAO Representative and Project Coordinator in Trinidad and Tobago, the Lead Technical Officer in the Food and Agriculture Organization and the National Designated Authority (NDA) of Trinidad and Tobago (Ministry of Planning and Development).

Technical Focus

The activities under this consultancy will include the scoping, design and implementation of a database and online/mobile platform to organize and create access to the identified datasets required for climate change monitoring as it relates to the agriculture sector. The deliverables from this consultancy will include the technical design of the required databases and data collection frameworks that will support the monitoring of climate change and the effects on the agricultural sector in Trinidad & Tobago.

Tasks and responsibilities

  • Design and implement a suitable and scalable data management system to best reflect the recommended framework for collection and analysis of meteorological, hydrological, (water flow) and agriculture data (production area and production figures for crop and livestock) established under the project;
  • Consult key stakeholders and review existing meteorological, hydrological and agricultural databases and evaluate for consistency of data type; indicate requirements for sharing data between key stakeholder agencies;
  • Undertake user requirements specification for the database/data management system;
  • Define data and metadata standards for the proposed database;
  • Provide assessment of stakeholder agencies and their capacity for maintaining and managing database, including recommendations regarding most effective institutional arrangements to support database;
  • Prepare database system recommendations which incorporate recommendations from data analyst on data collection, data storage and analysis;
  • Provide requirements for options of database configuration (e.g. centralized database, data sharing between databases in separate agencies) based on assessment of stakeholder agencies;
  • Other related tasks as necessary

Minimum Requirements

Expected Deliverables

  • Report on stakeholder consultations reflecting findings to assess current databases and evaluate database needs and capacity of stakeholder institutions to establish, manage and maintain databases.
  • Report and presentation which outlines:
    • Options for database design based on recommended framework for data collection and analysis;
    • Recommendations regarding database management and maintenance (including recommended custodian) and associated requirements;
    • Data and metadata standards;
    • User requirements for the database/data management system.
  • Pilot database to demonstrate design and functionality.
