UNICEF places a high priority on the availability of recent and reliable information with which to monitor the situation of children and women. Statistically sound and internationally comparable data are essential for developing evidence-based policies and programmes, as well as for monitoring countries’ progress toward national goals and global commitments, including the Sustainable Development Goals. UNICEF believes that the right data in the right hands at the right time is critical for supporting service delivery for children.

UNICEF Regional Office for South Asia (ROSA) considers the consolidation of dissemination mechanisms of Data as critical to facilitating access to Data for users and accelerating towards closing the last-mile gap between data dissemination and use.

The increasing demand for better data systems from both users and producers of data requires putting in place mechanisms for data dissemination and access in the modern data ecosystem. As such, ROSA is planning to develop a Data for Children Portal (interactive web-based).

Purpose:

ROSA is seeking to hire a consultant to support the Program and Planning and ICT and Innovation Sections on the development of the South Asia Data for Children Portal. A portal that unifies the data on children living in South Asia in a personalized way and integrates all the disparate data sources systems into one User Interface, and thematic Dashboards that will aim to tell the data for Children stories on the different areas of focus for UNICEF.

Key Assignments/Tasks:

The ROSA data portal will be an adaption of UNICEF’s global data portal – data.unicef.org

The consultant will work closely with both sections to:

I. Oversee the activities of the ROSA data portal

  1. Designing and developing thematic dashboards.
  2. develop and maintain data models, reports, and leading-edge interactive dashboards/applications to provide visually appealing and creative front-end solutions.
  3. Design and develop compelling data visualizations via a variety of techniques including data storytelling.

II. Updating SAR Data Portal:

  1. Creating maps visualizations using PowerBI or tableau or other tools.
  2. Creating different types of bars and charts using PowerPoint or Tableau or other tools.
  3. Creating timeline visualizations using available tools Develop and maintain data models, reports, and leading-edge interactive dashboards/applications to provide visually appealing and creative front-end solutions.

III. Lead the data Management technical support for the SAR Data portal

  1. Managing datasets for visualization, including data cleaning, replacing, and extracting data from the datasets.
  2. Work with ROSA programme sections, Education, Child Protection, Nutrition, Emergencies, and other sections on the identification of relevant indicators and disaggregation parameters to build a meaningful narrative from the data.
  3. Development of scripts to Extract, Transform and Load data from various sources (data wrangling and ETLs development)
  4. Makes the produced code available on UNICEF shared code repositories (Github, Databricks...)
  5. Provide Technical support for the program and Planning section to other related Data visualization activities.

Key Deliverables:

  • Project Design Document (PDD): A Word document containing the proposed Data portal architecture, technical specifications, updated timeline, and risks/assumptions - 7 Days.
  • A programme specifications document containing section-wise indicators and parameters to be visualized - 5 Days.
  • Prototype: Overall look and feel for the Data Portal, Page types, Web user interface, and user experience (UI & UX) - 18 Days
  • Content Document: Report document for the content of the Thematic Dashboards - 20 Days.
  • Beta version of the DATA portal ready for testing - 30 Days.
  • Final/Gold version - 30 Days.

To qualify as an advocate for every child you will have…

Education:

At least a master’s degree or equivalent in computer science, Demography, Statistics, or social research or other related field

Work Experience:

At least 5 years’ relevant working experience in data visualization and developing Dashboards, or Data Portals along with sound knowledge of Drupal, Word Press or other modern Content Management System (CMS).

Competencies:

  1. Familiar with the household surveys like MICS or DHS is a very strong asset
  2. Knowledge of advanced data visualization tools (PowerBI, Tableu etc) including calculated fields, connecting to, cleaning data and thorough understanding of data warehouse architecture.
  3. Experience developing and implementing data structures/architectures using multiple data sets (structured/unstructured)
  4. Experience of working in developing countries
  5. Experience working with enterprise-level websites with localization and multiple users and groups and experience in writing SQL queries, data discovery and analysis
  6. Knowledge of: WordPress, Drupal, PHP, MySQL, Python, Django, JavaScript, HTML and CSS, Search Engine Optimization, Google Analytics and/or other web analytics technologies and tools, website QA is an advantage
  7. Excellent written and verbal communication skills, and presentation skills

Working Condition: Work remotely

Duration: 110 days over 6 months from the start of the contract

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations, or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
