OBJECTIVES OF THE PROGRAMME

Promouvoir une bonne sante aux stades cles de la vie, en tenant compte de la necessite d'aborder l'equite en matiere desante, les determinants sociaux de la sante et les droits de l'homme, en mettant l'accent sur la prevention de la morbidite,de la mortalite et de l'invalidite des maladies evitables par la vaccination grace a l'utilisation des vaccins actuellementdisponibles et nouveaux.

DESCRIPTION OF DUTIES

Le titulaire aura la totalite ou une partie des responsabilites suivantes qui sont executees en fonction des besoins et del'agenda:• Selon le cycle national du renforcement strategique des donnees sanitaires du pays, coordonner efficacement avecles partenaires internes et externes pour faciliter le developpement, la mise en œuvre, le suivi et evaluation d'un planstrategique d'amelioration des donnees en matiere de vaccination aligne sur le plan global du renforcement du SNIS etbase sur une evaluation approfondie du systeme et de la qualite des donneeso Soutenir l'articulation du plan strategique d'amelioration des donnees des vaccination avec d'autres plans nationauxpertinents telles que le plan de renforcement du SNIS, le PPAc et le plan operationnel annuelo Soutenir le developpement et l'evaluation progressive des investissements strategiques conjoints pour le renforcementdes donnees.o Coordonner et aider le pays a identifier les ressources tout au long des phases de planification, de developpement, demise en œuvre et suivi et evaluation des activites relatives au renforcement des donneeso Veiller a ce que les activites de renforcement des donnees identifiees soient conformes aux recommandations du planstrategique d'amelioration des donnees- Faciliter la diffusion et le renforcement des capacites des acteurs nationaux a tous les niveaux autour des outils del'OMS en lien avec le renforcement des donnees. Faciliter la communication et la collaboration entre programmes,dans la mesure du possible, sur les activites de suivi et d'amelioration des donnees dans le pays, y compris DQS, DQR(revue de la base de donnees et examen approfondi), RDQA, SARA, reunions d'evaluation des donnees, evaluationsconjointes, enquetes (post-campagne , Couverture de vaccination, equite, KAP), activites et formations sur renforcementdes systemes d'information et des donnees, y compris avec le « Health Data Collaborative » et les programmes de suiviet evaluation du pays le cas echeant.- Soutenir et promouvoir l'utilisation des donnees pour une meilleure prise de decision a tous les niveaux afin d'accroitre lacouverture vaccinale et l'equite.- Faciliter une communication efficace et reguliere entre tous les partenaires internes et externes tout au long dudeveloppement, de la mise en œuvre et du suivi continu et evaluation du plan strategique et annuel d'amelioration desdonnees de vaccination du pays, aligne sur le plan global de renforcement du SNIS.• Fournir un appui technique tout au long de toutes les phases de la planification, de la mise en œuvre et du suivi etevaluation des activites de renforcement des donnees, y compris, mais sans s'y limiter:o Budgetisation des activiteso allocation des ressources et assurance du lien avec le plan operationnel annuelo Formations et / ou revueo Suivi des activites• Elaborer et utiliser un cadre de suivi pour suivre toutes les activites de renforcement des donnees decrites dans leplan strategique et annuel d'amelioration des donnees de vaccination du pays ainsi que le plan de renforcement du SNIS,y compris les rapports reguliers au pays et aux partenaires sur:o Statut de mise en œuvre des activites incluses dans le plan de renforcement des donneeso les lacunes Identifiees ou les defis lies a la mise en œuvreo le suivi et evaluation des criteres performances de Grant de GAVIo Cartographie des activites de renforcement des donnees et de l'engagement des partenaireso Resultats et produits identifies pour chaque activite de renforcement des donnees• Faciliter la mobilisation de l'assistance technique et des ressources financieres pour aider le pays a repondre auxlacunes critiques en temps opportun• Fournir des reponses en temps opportun aux demandes de renseignements des partenaires internes et externes• Realiser d'autres responsabilites connexes comme assignees, y compris le remplacement et l'accompagnementd'autres selon les besoins.

REQUIRED QUALIFICATIONS

Education

Essential: Premier Diplome universitaire en informatique / gestion de bases de donnees ou bi-statique avec une formation professionnelle ou une experience de travail dans l'analyse de donnees. Desirable: Formation ou bonne connaissance de l'analyse des donnees de sante publique, de la revue du systeme d'information et de la qualite des donnees, de l'elaboration des plans d''amelioration, du suivi et evaluation ainsi que des logiciels informatiques d'analyse

Experience

Essential: Une experience minimale de deux ans dans l'analyse des donnees, l'examen de la qualite et l'elaboration et suivi de plans d'action dans les operations sur le terrain, les institutions gouvernementales, les organisations regionales ou internationales. Desirable: Experience dans l'analyse des bases de donnees epidemiologiques ou autres donnees de sante et evaluation de la qualite des donnees.Experience ou comprehension des pratiques de l'OMS / AFRO dans les strategies et procedures de qualite des donnees, ou d'autres organismes intergouvernementaux ou du Systeme des Nations Unies et connaissance des reseaux nationaux.Bonne comprehension des donnees sanitaires et de systeme d'information sanitaire.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 48,939 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
