JOB PURPOSE

Within delegated authority, the Data Scientist will be responsible for the following duties: (These duties are generic and may not be performed by all Data Scientists.) • Work with organisational stakeholders to identify opportunities for leveraging data to drive business solutions. • Mine and analyse data from organisation databases to optimise and improve programme development, advocacy and business strategies. • Assess the effectiveness and accuracy of new data sources and data-gathering techniques. • Develop custom data models and algorithms to apply to data sets. • Use predictive modelling to increase and optimise entity experiences, benefits realisation and other business outcomes. • Develop organisation A/B testing framework and test model quality. • Coordinate with different functional teams to implement models and monitor outcomes • Develop processes and tools to monitor and analyse model performance and data accuracy. • Performs other duties as assigned.

The position calls for an experienced mixed-profile professional that holds hands-on technical expertise in data collection, evidence-based analysis, integration and visualisation, as well as a proven ability to engage with diverse stakeholders ranging from WFP’s senior level management (Regional Director, Deputy Regional Director, Country Directors and heads of Units) to technical experts across various units. The candidate must demonstrate the ability to effectively capture business process flows and technical requirements at the country office level (also known as “data mapping”) and translate analysis to tangible project and product roadmaps tailored to the country office needs. In the implementation of the roadmaps, the Regional Data Coordinator will coordinate the delivery of technical training alongside the Technology Division’s Field Data Services team and support activities delivered by data analysts and data engineers across various programme units.

KEY ACCOUNTABILITIES

1. Data solutions portfolio management

o Manage the regional data Workplan and associated budget, working closely with the Regional TEC team and the Field and HQ data teams to identify regional priorities and align activities with the global workplan o Work closely with data owners and stakeholders to identify data pain points and data visualisation needs for country operations in the region by carrying out Data Mapping Missions with the Regional Business Relationship Manager and the TEC Field Data Services team to identify local demand and validate business requirements alongside RAM, OIM and TEC corporate priorities, among others. o Engage with the business units to understand strategic objectives, gather requirements, and analyse capabilities to shape demand for technology products, offering opportunities to improve business processes and stakeholder alignment o Manage recruitment, planning, and supervision of new talent for data-related strategies based on evolving regional needs. Ensure that regional data coordinators and analysts are aligned on the global data strategy o Engage and manage the work of operational data analysts on the delivery of solutions outlined in the country office data roadmaps o Data solutions training and rollout o Support the rollout and adoption of DOTS (WFP’s Data Integration Solution) in the region. Work from the bottom up by identifying use cases from the field and supporting their development in collaboration with HQ. Work from the top down, supporting HQ-led use cases for rolling out in the field. o Coordinate the rollout and adoption of Tableau as a regional corporate business intelligence and data visualisation solution. Facilitate a regional training program for Tableau and data visualisation based on country-office demand. o Coordinate the rollout and adoption of the MODA mobile data collection platform for several identified use cases.

2. Business Relationship and Engagement Support

o The role will also participate in the Data Literacy Working Group to support the global framework and approach to effectively using data and evidence and how to raise data literacy in WFP. o Organize and facilitate a regional data event that would promote global best practices, local digital solutions, and use cases focused on data and build capacity for the broader network of data fellows and champions. o Working closely with a vast network of WFP partners, existing CO champions and the more comprehensive data team, develop and implement a data literacy training program for diverse roles and profiles within WFP field operations 3. Data Governance o Coordinate alongside the BEM the work of the Regional Data Working Group o Provide support to the Regional Senior Management team in preparing and actively participating in the Data Management Committee

4. The role calls for a candidate that can work on expanding self-learning of advanced training on tools like Tableau and Palantir Foundry and facilitate complex data visualisation projects, drive data quality, assure governance efforts, and standardise a data-oriented product offering across digital transformation, data innovation and knowledge management product lines. 5. Report progress and issues to the Regional Bureau relevant heads of units, Regional Directors and Deputy Regional Directors and the Technology Division, senior management team.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

Advanced university degree (Master’s degree or equivalent) in data science, computer science, data and information management, statistics, public administration, public information, the management or a related field. A first-level university degree, in combination with qualifying experience, may be accepted instead of the advanced university degree.

EXPERIENCE

Minimum of 4 years of experience in data science, computer science, data and information management, statistics, public administration, public information.

KNOWLEDGE& SKILLS

• Data storing and retrieving skills on cloud platforms. • Experience using visualisation tools (preferably Tableau) and setting up dashboards. • Ability to capture requirements and translate them into insights. • Experienced use of Data Science tools such as Jupyter, Matlab, Knime, SPSS, SAS, or similar Statistical Programming Languages such as R, Python, Javascript or related is desirable pa20 • Advanced SQL skills. • Knowledge of Python and R. • Proven experience working in a busy analytical environment and handling complex analysis.

Other: Experience and knowledge of data optimisation and visualisation tools such as Palantir Foundry, Tableau and Power Platform are preferred.

Languages:

Fluency in one of the working languages of the UN Secretariat, English or French (both oral and written), is required; knowledge of the other languages in the Asia-Pacific region is desirable. Knowledge of another UN official language is an advantage.

Similarly, supported HQ-led use cases for rolling out in the field. 3. Data Governance o Guided the work of the Regional Data Working Group o Provided support to the Regional Senior Management team in preparing and actively participating in the Data Management Committee and Global Data Literacy Working Group 4. Reported progress and issues to Regional Bureau relevant heads of units, Regional Directors and Deputy Regional Directors and the Technology Division, senior management team.
