Context

The International Committee of the Red Cross (ICRC) responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance.

The Resource Mobilization Division (REM) is in charge of coordinating mobilization efforts across the institution to engage with multiple stakeholders ranging from donor governments, multilateral institutions, National Societies, the private sector including corporates, foundations, HNWI, UHNWI and the general public to maintain a sustainable stream of quality income for ICRC’s humanitarian operations worldwide. REM is one of the three divisions reporting to the department of Mobilisation, Movement and Partnerships department.

Within the REM division, the IDC Unit is in charge of income coordination, data management and Donor Care!

Within IDC, the Data Team, composed of 5 team members, is the REM Division’s central hub for data-driven and impactful insights and recommendations, responsible for driving data usage and literacy. We believe in the democratisation of data and advocate a fact-based business approach. We are constantly looking for ways to improve the way we fundraise, combining analysis of internal and external data with the division’s extensive fundraising know-how.

Purpose of the position

The Data Quality Manager understands the need for data quality in the context of decision-making within the metier Resource Mobilization (REM). They are instrumental in ensuring that REM Tools and IT applications are configured to minimize poor data quality and are responsible for supervising the quality of REM data and regularly reviewing data processes. They can identify areas where data quality is not aligned with métier needs and, work with REM and ICT teams, drive technical projects to improve data quality.

Relationships

  • Internally, interacts with all departments, units and project teams concerned by REM data quality at HQ and with all REM Units. This includes ICT teams responsible for Data & Analytics support.
  • Externally, may interact with external data providers as needed.

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Main duties and responsibilities

With the lead of the Data & Analytics Manager and in coordination with the relevant application managers, heads of units and business process owners, handles data quality across all REM master data / BI platforms and data sources. This includes accounts data, contact data, contracts data and contributions data.

  • Develops and applies standard processes, guidelines and templates based on recognized industry standards to safeguard data quality and implements continuous improvement processes to improve them.
  • Supports the implementation of DRM (donor relationship management) systems and tools, focusing especially on data migration
  • With system application managers, and project teams and business process owners, develops and updates data entry protocols to ensure that critical data is entered accurately.
  • Keeps Data Management documentation updated.
  • Leads and coordinates efforts to improve, develop & apply data quality monitoring processes & tools.
  • Monitors data quality controls (reporting) and consolidates, cleans and implements corrective actions.
  • Ensures continuity and smooth transition of data entered into various system applications.
  • In liaison with the Data Protection Office, ensures compliance with established internal and external needs and regulations.

Certifications / Education required

  • University degree or equivalent in IT.
  • Excellent command of English. Knowledge of French is an asset.
  • Excellent computer proficiency.
  • Knowledge of BI tools (Tableau) and SQL syntax.
  • Knowledge of ETL processes a plus.

Professional Experience required

  • Typically 6 – 9 years’ overall professional experience.
  • Proven track record (4 years) in a similar field, including 2 years in large international organizations.
  • Ability to communicate efficiently with data users, managers, and other partners.
  • Ability to understand new business processes and their interplay with software and organizational structure.
