For every child, Hope The primary functions of the Office of the Chief Data Officer (CDO) are to provide leadership in governance of data, fostering use of all forms of data in service of the mission of UNICEF.

Under the management of the Chief of Data Governance and Strategy and the overall direction of the Chief Data Officer, the incumbent will be responsible for rolling out and managing UNICEF’s data privacy management programme and data sharing. The role is situated alongside and complementary to the Senior Adviser on Ethics in evidence generation, and roles supporting data sharing and Responsible Data for Children.

How can you make a difference? In consultation with relevant stakeholders, the incumbent is responsible for providing key insights on field data protection issues to inform a personal data inventory, data protection and privacy policies, external privacy statements, privacy risk assessments and other data protection tools as well as tools to operationalize the personal data protection policy, including data sharing

This will include:

  1. Facilitate and integrate feedback on data protection policy: Under the supervision of the Chief of Data Governance and Strategy, ensure that key Divisional and field stakeholders are consulted, and their data protection concerns are integrated into iterations of the policy.
  2. Management of support to HQ, Regional and Country Offices to regulate and operationalize the personal data protection policy, including personal data inventory, capacity development, capturing lessons learned and knowledge sharing.
  3. Field-ready privacy tools and assessments: advise and coordinate on field protection issues in the development of personal data protection tools.
  4. Coordination and networking: advancing UN and other (new) partnerships on data sharing and data protection
  5. Capacity building: support activities aimed at building capacity of staff on data protection and privacy
  6. Provide operationally independent advice concerning data protection and policy compliance

To qualify as an advocate for every child you will have…

  • An advanced university degree in business or public administration, law, finance, accounting, or computer/information science, is required.
  • A combination of a legal or business/public administration degree with a technical or computer science degree is preferred.
  • A minimum of eight years progressively responsible professional experience in law, information security, risk management, auditing and/or compliance or a related field is required.
  • At least three years professional experience in an area involving data protection or privacy is required.
  • Experience working for a large international corporation or international organization is required.
  • Experience implementing data privacy policies addressing multiple kinds of organizational or corporate relations is desirable (e.g. business-to-consumer and business-to-business contexts; donor, partner, staff and beneficiary-oriented policies in an aid organization).
  • Experience of UNICEF (or similar) work at country level is desirable
  • A good working knowledge of multiple domestic and international privacy laws, regulations and industry best practices is highly desirable.
  • Familiarity and experience with legal issues or risks in enterprise, cloud or multi-jurisdictional platforms is an asset.
  • Experience or familiarity with governance, risk and compliance tools and how they can be used to support privacy-related activities is desirable.
  • Experience in auditing frameworks and international standards is desirable.
  • Experience within the UN system is desirable.
  • Experience addressing data protection or privacy concerns involving children is an asset.
  • Ability to work in a multi-cultural environment is essential.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
