UNICEF, the United Nations Children's Fund, has been present in Brazil since 1950, since then supporting important transformations in the area of childhood and adolescence, directly impacting social engagement, as well as changes that positively impact the context in which these children and teenagers are included.

In 2018, UNICEF Brazil published the Well Being and Multiple Deprivation Study in Childhood and Adolescence with data from the 2015 National Household Sample Survey (annual PNAD)[1]. After 2015, the IBGE started to use only the Continuous PNAD, with a new methodology and new indicators (not comparable to the previous ones). In 2023, UNICEF Brazil published a new study based on the Continuous PNAD, with all dimensions from 2017 to 2019[2]. Based on the 2023 study published by UNICEF, the contracted consultancy should update the main indicators of the study with data from the Continuous PNAD 2022, updating the dimensions pointed out in the methodology.

A preliminary analysis of the Continuous PNAD 2022 data by the UNICEF Brazil team demonstrated the feasibility of this update, for each dimension except for protection against child labor.

How can you make a difference?

Produce a final report containing the update of the Multidimensional Child Poverty indicators for the year 2022 using data from the Continuous PNAD 2022, with an indicator containing all possible dimensions and data for each separate dimension present in the UNICEF 2023 study (with the exception of the dimension “Protection against child labor”, if it not available). The code used for the analysis and the tables of data processed for the final report must also be provided.

Note: The specific tables to be updated will be decided together with the SP M&E area of UNICEF Brazil.

Bachelor's or Master's degree in Sociology, Political Science, Economics, Demography, Statistics, Geography, or related fields.

Experience:

1 - Two years of experience with data analysis or production of statistics and indicators.

2 – Experience with analysis of microdata from Continuous PNAD or similar databases.

3 – Experience with data analysis software and languages such as SPSS, STATA or R.

PROPOSAL EVALUATION CRITERIA

The proposal must contain the following items:

1 – Curriculum

2 - An example of previous work carried out by the proponent with data from the Continuous PNAD or similar databases. (e.g.: scientific articles, technical presentations, technical reports)

3 – Financial proposal.

The proposal that, meeting the technical criteria of this document, offers the best price will be considered the winner.

PAYMENT

Payment will be made after the last delivery, on condition that the deliveries are in accordance with the required quality.

DURATION OF CONTRACT

Four weeks.

FINANCIAL PROPOSAL

The indicated costs are estimated. The final fee must follow the principle of "best cost-benefit ratio", that is, to achieve the desired result with the lowest possible fee.

A financial proposal including award fee based on results and number of days must be submitted. Consultants

and individual contractors are asked to stipulate all-inclusive rates, including travel and living costs, as applicable.

Payment will be based on the presentation of agreed results. UNICEF reserves the right to withhold payment in the event that the results presented do not meet the required standard or in case of delays in the submission of results by the consultant.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

No contract may commence unless the contract is signed by both UNICEF and the consultant.

Persons hired in this modality will have no oversight responsibilities or authority over UNICEF's budget.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
