Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Unit Context:

As a unit within the WB Operations and Corporate (ITSOC), the Data and Analytics unit (ITSDA) provides state-of-art information and technology applications to support the operations of the World Bank Group. Functions provided ensure that the systems meet the business needs of users and external clients to manage business processes for the World Bank. The current technology landscape encompasses Cloud-based data platforms (Azure and AWS), Oracle, SQL Server, Business Objects, Tableau, Cisco Information Server (Composite), SAP BW/Hana, Informatica, .Net, HTML 5, CSS Frameworks, SharePoint and many others. Our plans are to migrate our on-prem data repositories and re-engineer based on new Cloud architectures in the coming years.

ITSDA is seeking a Data Platforms Specialist with strong technical skills, to help ITSOC reach its goals of optimizing its global delivery model. He/she will work as part of the Data Platforms team in designing and managing the next-gen data platform that supports our data management, engineering, data governance, business intelligence, and data science teams. The team will also focus on creating new approaches to support the many emerging data needs across the Bank by establishing frameworks, patterns, and solutions that can be rapidly and securely deployed.

Duties and Accountabilities:

The candidate will work closely with the project manager to deliver the following deliverables:

•Support design, implementation and day-to-day operations of various data platforms across data lifecycle (Collect, Store, Transform, Analyze, Visualize and Govern)

•Ensure integration of platforms across other enterprise solutions to support single-sign-on and seamless data flows.

•Configure data platforms within World Bank ecosystem to enable business delivery.

•Ensure compliance of platforms with policies, security controls and network rules.

•Perform day-to-day operations in support of platforms, including but not limited to:

oIncident, Problem Management, and Root-Cause Analysis

oAccess Management

oAvailability Management

oPerformance Management

oMonitoring / Reporting

oUtilization and Cost assignment etc.

•Develop DevOps, Data pipelines, scripts etc. in support of agility and automation.

•Contribute to the design, development, and documentation of institutional assets and artifacts following World Bank Group standards.

•Ensure that data validation processes, data quality control standards, testing strategy, and test plans are applied to data applications.

•Work with the Enterprise Architecture group and the Office of Information Security (OIS) to comply with relevant standards.

•Work with application team leads to refine and tighten the security framework and access control for internal and external information sharing, including secured/confidential information sharing.

•Recognize and identify potential areas where existing policies and procedures require change, or where new ones need to be developed, especially regarding future business expansion.

•Work with application team leads to develop governance processes for managing services (version control), support services, service migration, monitoring and evaluation of services.

•Document definitions for all new data constructs and record the enhancements in a standard document.

•Contribute to the support and maintenance of existing body of data model and applications currently in production within the BI Data landscape.

Selection Criteria

•Master's degree in Computer Science, Information Systems or a related technical field with a minimum of 2 years of relevant experience or a Bachelor’s degree with a minimum of 4 years relevant experience.

•Strong understanding of technology management principles with good understanding of cloud-based platforms and best practices in data and analytics.

•Experience in designing, building and supporting platforms across data lifecycle (Collect, Store, Transform, Analyze, Visualize and Govern)

•Experience in evaluating multiple technologies, ability to develop decision frameworks.

•Well-rounded technology experience including 3 or more years of experience. working in an Enterprise environment, large teams, and collaborating with multiple departments to deliver projects.

•Knowledge of Data Integration Concepts, Cloud Native Architecture concepts with focus on automation.

•Experience in working across global delivery model.

•Good understanding of application development lifecycle.

•Understanding resource management, deployment, access management, networking, resource isolation, high-availability, disaster-recovery for data platform services in Azure.

•Hands-on experience with Azure Data platform related services is a plus.

•Hands-on experience with at least 3 of the Azure Data Platforms

•Excellent organizational and time management skills and a keen sense of priorities.

•Strong written and verbal communication skills. Must be able to communicate effectively in English.

•Strong diplomatic, interpersonal and teamwork skills.

•Ability to participate in multiple complex programs at the same time in an agile environment.

“The selected person will be hired on two years renewable Term contract which can be extended based on business needs and performance.”
