Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for children in Jordan include both camp-based (Zaatari, and Azraq camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid).

The IRC’s educational interventions strive to help children and youth gain valuable skills and knowledge that will increase their opportunities and life chances and contribute to their well-being and livelihood. The IRC supports formal and non-formal learning activities that lead to tangible learning outcomes in literacy, numeracy, socio-emotional learning, and marketable skills and promotes the protection and psychosocial well-being of conflict-affected children and youth.

Job Overview/Summary:

USAID’s “Early Grade Education Activity” (EGEA) is a five-year program aiming to advance national efforts to strengthen the caliber of pre- and in-service teacher education and improve Kindergarten through Grade Three foundational and socio-emotional skills across the Kingdom of Jordan. The Data Officer will be responsible for driving IRC’s commitments under Result Two of the EGEA program, working in close collaboration with team members, consortium lead, government officials, and other partners. The post holder will provide overall data management and technical support to the early grade activities within EGEA, including supporting the team in making data-informed decisions.

Specific Responsibilities:

Specific responsibilities include, but are not limited to, the following:

Data Management

- Support the team and implementing partners in conducting relevant assessments and managing corresponding data. - Assist in tracking baseline and endline data collection. - Support in training enumerators in quantitative and qualitative data collection - Oversee the work of the enumerators to ensure that data collection follows procedures. - Conduct data quality checks of quantitative and qualitative data. Control and verify data collected from the field. - Support the team in any course corrections and making data-informed, evidence-based decisions throughout the course of the project. - Support the team in evidence-based advocacy efforts. - Support the team in conducting small-scale rapid testing of materials, analyzing and presenting data. - Create visually appealing data representations to portray information. - Support local implementing partners and build their capacity in data collection, management, and analysis. - Manage IRC indicators in the EGEA log-frame, ensuring data is collected and verified in a timely manner. - Support the team in ensuring proper knowledge management for the project. - Support in creating the necessary tools and resources for data collection and management. - Work closely with the broader MEAL team to feed into broader objectives of the EGEA project - Provide information and data in a timely manner for internal and external reporting

Capacity-Building and Coordination

- · Work closely and coordinate with local implementing and consortium partners - · Build the capacity of team members and local implementing partners in data management, evidence-based practices, and other identified training needs during the course of the programs. - · Work with consortium colleagues to help analyze data that inform periodic review and course correction - · Proactively collaborate with EGEA lead IREX and other partners to ensure data links throughout the program - · With the support of the manager, represent IRC in external and internal engagement activities as needed. - · Report into IRC’s national country program through the established channels. - · Coordinate with in-country and regional technical advisors within IRC

Key Working Relationships:

Position Reports to: Community Engagement and SEL manager (IRC)

Position directly supervises: consultants as required

Other Internal and/or external contacts:

Internal: Regular communication with EGEA team, IRC Jordan country program (DDP and others as needed), IRC regional and global technical advisors, other consortium members

External: Represent IRC in EGEA. Work closely with the MoE and local stakeholders when needed. Upon request, participate in global meetings and academic forums with donors, other non-governmental organizations, inter-agency groups and foundations.

Qualifications

Job Qualifications:

Education: University degree in information management, computer science, information technology statistics, social sciences or relevant field or equivalent combination of education and experience is required.

- Work Experience: A minimum of 2-4 years in the area of data collection and management is required, preferably with a focus on Early Grade Education, or similar field in Jordan. - Demonstrated Skills and Competencies: Demonstrated experience in developing quantitative and qualitative assessment tools. Demonstrated experience and capacity in conducting and managing field-level survey data collection and data entry using electronic tools. Demonstrated proficiency in the use of applied statistical methods. Demonstrated experience in drafting reports of research results for multiple audiences, including program staff and donors. Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

Excellent interpersonal and problem-solving skills, creativity and flexibility, ability to coordinate and build consensus.

Language Skills: Fluency in Arabic and English required.

Working Environment: This position will be based in Amman, Jordan, with up to 30% travel within the country required.
