Purpose

The purpose of the post is to provide technical support to Nampula Gombe operations response on data management that will assist for regular decision making and action.

Objective

  • To provide technical support to enhance early warning/disease Surveillance for timely detection and response to on-going emergencies (IDSR diseases, natural disasters (flooding, cyclone, malnutrition and other disasters) on regular data collection, analysis, interpretation, sharing and mapping of health partners.

Descriptions of duties

  • Facilitate and support the collection, compilation and analysis of data sets for IDSR and other emergencies in the Nampula Province,
  • Monitor the data quality including cleaning, validation, verification, standardization and keep records on the timeliness and completeness of data collection
  • Make sure the system generate data & information and shared weekly to WHO Country office,
  • Prepare a consolidated daily and weekly report to the WHO Country office WHE team on the evolution of the Epidemic;
  • Prepare a presentation on findings of report, analysis, maps and graphs for regular briefing od surveillance and emergency data to Health Cluster and other coordination meetings;
  • Support capacity building on training and upgrading the skills of provincial and district surveillance focal persons,
  • Participate in the weekly epidemiological bulletin production, conference call and share updates on outbreaks and emergency activities in the Nampula,
  • Support the WHO Nampula Sub Office to do analysis and mapping of spatial health data relevant to health security and emergencies preparedness and response,
  • Support efforts aimed at building the capacity of WHO Nampula Sub Office staff in areas of data analysis and interpretation, application of geospatial and mobile technologies, and mapping,
  • Support the health cluster on Public Health Information Services through various tools i.e .4W’s, Public Health Situation analysis, Health cluster dashboard etc
  • Support the Health Cluster in data management for development of Humanitarian Needs Assessment and monitoring &evaluation of the Humanitarian Response Plan health indicators
  • Support the health cluster and WHE on data visualization for humanitarian and emergency response (mapping, dashboards, etc)
  • Participate and assist in the design and analysis of surveys and best practices at country level,
  • Conduct any other tasks/assignment authorized by WHE cluster and WR.

Competencies (Functional)

Proven experience to function within multi-disciplinary and multi-national teams. Ability to communicate clearly and concisely, orally and in writing. Extensive knowledge of electronic data analysis tools.

Education

Essential: Degree in health science, statistics, data management with post-graduate courses in GIS, epidemiology and extensive knowledge of electronic data analysis tools (EPINFO, SPSS, SAS-JMP, Excel,PowerBI)

Desirable: Advanced degree in health information systems and or statistic or in public health

Experience

Essential: At least 2 years’ experience in health information system and data management at central or provincial level. Previous work in health emergencies will be an asset

Desirable: Working experience with WHO previous international experience would be an asset

Languages: English: Excellent knowledge; Portuguese: Excellent knowledge

Other Skills (e.g. IT): Excellent computer skills (Word, Excel, Power Point, programs for data management or analysis). Experience with Geographical Information System and Mapping software application is essential

Duty station: Nampula

Level: NOB step1

Duration: Three months.

There will be a possibility of extension on availability of funds and demonstrated performance.
