**OVERVIEW** ------------ Parent Sector : Culture Sector (CLT) Duty Station: Erbil Job Family: Culture Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 23/10/2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **Overview of the Post** ------------------------ In February 2019, UNESCO and the European Union signed the project “Reviving Mosul and Basra Old Cities”, recognizing the power of culture as a driver of social and economic development. This project aims to support urban recovery and reconstruction through a participatory approach to skills development and job creation to foster social cohesion and community reconciliation through restoration and critical reconstruction of Mosul’s historic urban landscape and urban conservation in Basra. In the framework of this project, and under the overall authority of the Director of the Office for Iraq and the direct supervision of the Head of Culture Unit, and in close collaboration and consultation with the Project Officers from Education Unit and the Construction Manager and other relevant colleagues, the Data Management Specialist shall support in terms of organizing scoping of the project activities regarding the skills development and job creation, oversee work undertaken in both Mosul and Basra, conduct in-depth research, generate job employability data and analytic, share data/research results with key stakeholders and identify ideas to increase job creation and cross-regional issues related to job creation and employability. Long Description ---------------- **These should reflect the nature of the function to be performed, guided by the project time-lines. The main duties responsibilities are but not limited:** 1\. Responsible for producing and managing standardized, cross-nationally comparable datasets according to recognized standards of practice 2\. Support and assist fieldworkers, field supervisors, and in-country data managers to use the online database system-based data collection systems 3\. Contact project contractors and partners to retrieve the needed information/data. 4\. Building capacity in implementing partners via workshops and meeting on data use 5\. Coordinating technical support for data users 6\. Ability to design, implement and analyze online survey data. 7\. Proficient in resolving data and analytics related to field research 8\. Audit data on a regular basis and ensure data integrity. 9\. Manage the regular report running schedule and process. 10\. Perform data management activities in accordance with customer, company, contract, and regulatory requirements. 11\. Develop process improvements for data management activities. 12\. Perform data analysis using statistical tools. 13\. Generate data reports on periodic basis for management and customers. 14\. Identify and correct data entry errors. 15\. Record completed data entry forms and requests as needed. 16\. Present data management updates at internal and customer meetings. 17\. Address any issues, questions and problems in accurate and timely manner. 18\. Create a database for storing data dictionaries and troubleshooting problems. 19\. Undertake missions as necessary and requested for project implementation in Iraq and elsewhere; 20\. Participate in the relevant meetings and take note of the main points and follow-up to implementation of decisions made. 21\. Performing any other duties as required by UNESCO Management C. Organizational Environment and Partnership --------------------------------------------- **a) Level of independence and managerial control (supervision received, management responsibility with reference to operational and policy guidelines, risk impact:** The incumbent will report to the Senior Project Officer (Head of Culture Unit). S/He will be expected to generate actions and work independently, clearing external actions with budgetary and policy implications with his / her immediate supervisor to ensure compliance and harmony with the overall project objectives. S/He will actively monitor risks, reporting emerging issues and taking mitigation actions where required. **b) Main internal/external contacts (colleagues, suppliers, clients, media, donors, etc.):** • UNESCO culture and education sector, including supporting of the national staff member in Mosul and Basra; • Project’s contractors; • Partners and NGOs; • Government partners and ministries. Long Description ---------------- **II. Timetable and Deliverables:** - **Contract Duration:** The duration of this contract is six months, starting indicatively/ tentatively from December 2022 until end of May 2023, starting with three months probationary period initial contract extendable subject to satisfactory performance and fund availability. - **Contract Deliverables:** Collect the data and manage the database of the two phases of the project, the key result expected is the successful generation and use of data for skills development and job creation. **Summary of key functions:** The Data management Specialist will pursue the following functions under the two phases of the Reviving Mosul and Basra Old Cities projects: • Data collection of the 1500 TVET trainees, 2500 Job created within phase I and the 2000 Job creation within phase II; • The data analysis using statistical tools (Pivot Table) by creating offline version in excel to extract figures and numbers of each phase in the project. • Provide regular report through PPT presentation and excel to show progress and statistics of all data related to the main outcome of the project during phase 1 and 2. • Audit, Identify and correct data entry errors on a regular basis and ensure data integrity, desk review of existing statistical data relevant to the TVET and job creation system e.g. contractors data entry method for Mosul and Basra, education level & trainee / worker data skills. • Update the generated data report regularly on periodic basis and present it to the management to show project figures. • Develop and update fact sheets. - **Payment schedule:** Upon receiving and validating materials for the period from December 2022 to end of May 2023, UNESCO will pay the amount of 2,700 USD at the end of each month based on the deliverables. **Required Qualifications** **A. Academic qualifications:** • A University degree (Bachelors or equivalent) in economics, public/business administration, social sciences, Engineering or related fields. **B. Professional experience:** • Minimum of 4 years of progressively responsible relevant work experience in data management or related fields, with a preference given to Job creation and employability data bases. • Extensive experience working on education and or skills projects. **C. Language:** • Excellent command of English and Arabic (both written and spoken) are required. **D. Competencies:** • Knowledge and understanding of monitoring and evaluation tools and methodologies and data analysis; • Ability to develop data analysis approaches, methodologies and databases; • Strong quantitative and qualitative data analysis capacities.
