The Institute for Capacity Development Global Partnerships Division (ICDGP) is responsible for managing the fiduciary oversight, financial administration and accountability functions that the division handles for all externally funded (IMF02) Capacity Development (CD) activities of the IMF, fundraising and partner relations, and partner visibility and CD communications.

ICDGP has a vacancy for a Data Management Officer/Sr. Data Management Officer. The selected candidate will work under the direction of the Division Chief and the Deputy Division Chief responsible for financial operations, in close collaboration with other divisional and IMF staff, to support the division’s management and oversight of externally financed resources used to deliver CD through the Fund's regional capacity development centers (RCDCs), thematic funds, and bilateral arrangements.

Main Duties and Responsibilities:

  • Collect system requirements to develop and build the monitoring tools needed for data validation.
  • In coordination with other ICDGP colleagues, upgrade the suite of reports on Partners Connect, and streamline other reporting functions.
  • Contribute to the work on enhancing the control framework for IMF02.
  • Lead the work on the current CD information management systems (CDIMS) to (1) adapt to ongoing business process changes, including CDMAP and (2) migrating to a new platform.
  • Support the Division's work on developing a Client Relationship Management application to facilitate fundraising efforts.
  • Create operational data management systems to enable effective analysis and monitoring of IMF02 data including data quality control protocols and standards for validation.
  • Provide training to the division staff on how to use the data from various Fund systems for analysis.
  • Identify weaknesses in practices and propose system solutions to standardize procedures and improve efficiency based on industry best practices.
  • Interact as needed with the IMF’s Information Technology Department and external ITD vendors to ensure that projects are implemented in an effective manner.

Qualifications:

  • An advanced university degree, or equivalent, in IT, administration or a related field; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience.
  • Strong background in analysis of business requirements, functional requirements, testing and user coordination to ensure smooth deployment of system changes is required.
  • Proven experience with management information systems, financial reporting and data analytics.
  • Proven and demonstrable knowledge and experience in data analysis and/or information management.
  • Proven track record of effectively managing complex projects.
  • Required Skills:
  • Proficient with MS Office Suite (Word, PowerPoint, Outlook, Excel).
  • Familiar with PeopleSoft Financials and PeopleTools, Adobe Experience Manager (AEM), web portals and knowledge of the cloud.
  • Familiar with interfacing applications between the Intranet and the cloud.
  • Preferably familiar with reporting applications (Cognos, Business Objects, and/or Tableau).
  • Strong understanding of SQL.
  • Good understanding and exposure to data visualization and analytics tools
  • Excellent interpersonal skills and communications skills (including the ability to articulate technical information in a concise manner to non-technical users), very strong organizational and planning skills, and drive for results.
  • Familiarity with externally financed CD and the Fund’s CD system would be helpful.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
