The Statistics Department (STA) provides global leadership on statistical methodologies and standards to the Fund, its member countries, and the international statistical community. It supports Fund surveillance and lending operations by strengthening member countries’ capabilities to produce and disseminate macroeconomic and financial statistics for sound policy-making. STA collaborates with other Fund departments, donors, and other external partners to ensure that data needs for bilateral and multilateral surveillance and lending operations are met.

The Statistics Department has an opening in its Data Operations Division for a Data Management Officer / Sr. Data Management Officer position. Under the supervision of the Division Chief and the two Deputy Division Chiefs, the Data Management Officer / Sr. Data Management Officer drives the ingestion, validation, processing, aggregation/calculation, dissemination, and communication of economic data and metadata collected by the Fund. The primary responsibility of this job is to develop and/or apply methods, standards, technology/automation tools, and techniques for the collection, processing, validation, and dissemination of data to internal and external customers. Additionally, the Data Management Officer supports the development, implementation, and adherence to processes and policies for effective data handling throughout the Fund/Department. Furthermore, the Senior Data Management Officer may liaise with the Information Technology Department in creation of technical requirements, development, and adoption of data coding standards, and to ensure existing technologies support the Fund’s data management objectives. The Senior Data Management Officer will also foster relationships with data end-users to assess business needs.

For the Data Management Officer, specific duties and responsibilities include, but are not limited to:

  • Develops, maintains and executes automated validation processes to maintain data quality. Performs logic-based data validation rules for quality assurance on data. Executes processes to ensure completeness of data, including validation, reconciliation, aggregation, and logic-based transformations within secure access environment. Ensures the quality and integrity of collected data and metadata through the application of data cleansing and data profiling procedures. Identifies anomalies and uncovered data and metadata gaps.
  • Supports Economists in the implementation of data and metadata quality standards through quantitative checks. Supports the development and implementation of processes, procedures and tools to achieve efficient and consistent collection and management of referential metadata. Supports the development of data definitions and the setting of standards for data quality for each data series collected.
  • Communicates data and metadata availability and facilitates interpretation and navigation of data to end-users. Coordinates and responds to internal and external data requests, including data exchange with other organizations. Interacts with Economists and Research Officers / Research Assistants at all levels on a regular basis.
  • Serves as Fund-wide user support contact for data dissemination systems. Establishes and maintains a secure dissemination mechanism for data end-user access.
  • Supports data architecture decisions and collaborates with technology teams to implement models / algorithms in the production systems to improve data elements needed to support business objectives and dissemination methods for the Department.
  • Contributes to the implementation of data coding standards (SDMX) for external data exchange and consumption.
  • Develops processes and policies for effective data and metadata handling throughout the Fund/Department. Develops measures and metrics to monitor compliance with policies and procedures.
  • Works closely with ITD in translating business process requests into technical requirements for data collection, management, and dissemination systems and supports the implementation and testing of those requirements. Facilitates and documents discussions on processes and business requirements. Develops and maintains documentation and procedure manuals in support of business operations.
  • Performs other job-related duties as assigned.

Qualifications

Educational development typically acquired through the completion of a master's degree, or equivalent, in economics, statistics, information management, data management, computer science, or a related field of study; or a bachelor's degree in one of these fields or a related field, supplemented by six years of relevant professional experience, is required.

In addition to the minimum qualifications, the candidate should possess:

  • Strong knowledge of financial and/or macroeconomic principles and key data series used in Fund operations; solid knowledge of data-related Fund operations would also be an asset.
  • Excellent analytical skills
  • Experience with the application of statistical data management principles, concepts, techniques, and methods
  • Knowledge of statistical data lifecycle including the suite of models and standards developed and maintained by the international statistical community, such as the GSBPM (General Statistical Business Process Model) and the GSIM, and other international standards, particularly SDMX, is highly desirable.
  • Knowledge of current and emerging technologies around data management systems and tools.
  • Ability to assess cost/benefit analysis of technologies to needs of the business and generate. recommendations for best-fit options.
  • Experience with technologies and/or techniques for data ingestion, validation, processing, and dissemination.
  • Ability to translate data processing requests into IT requirements. Knowledge of IT lifecycle, including methodologies and practices for managing testing, implementation, and maintenance of new business needs into the IT environment.
  • Ability to anticipate the impact of emerging technologies and adjust. Scans environment for modern technology capabilities. Open to business capability and process improvement through modern technology. Challenges traditional use of technology. Intellectual curiosity for emerging technology capabilities.
  • Ability to transform data into business intelligence and integrate quantitative and qualitative information to draw conclusions and assess data utility for end-users.
  • Strong user-orientation, and ability to work well with a team of diverse staff in a collaborative environment.
