OBJECTIVES OF THE PROGRAMME

Le Senior Management Office a ete mis en place a l'issue de la revue fonctionnelle pour assister le Representant du Bureau de l'OMS au Gabon dans l'analyse, le suivi et la gestion des activites du bureau. Le staff du SMO a pour role de guider les prises de decision du Management par des Analyses pertinentes des situations, par une assistance aux differents clusters et la gestion desrelations avec les partenaires pour l'atteinte des objectifs.

DESCRIPTION OF DUTIES

Sous la direction generale et la supervision du Representant de l'OMS au Gabon, le / la titulaire S'acquittera des fonctions suivantes :1. Gerez les bases de donnees, y compris le contenu, la structure, l'emplacement des fichiers et le systeme de sauvegarde.2. Recueillir, rassembler, gerer et analyser les donnees de tous les partenaires ; rassemblez les informations pertinentes sur la sante, telles que la mortalite et la morbidite, l'emplacement des etablissements desante, etc., et transformez-les en un texte narratif, des cartes et des graphiques pour permettre la planification strategique et la prise de decision.3. Regrouper et gerer les informations provenant des equipes techniques, des equipes de region et de district, des informations specifiques (quoi, ou, qui, combien, quelle rapidite, etat actuel), des donnees sur les indicateurs de sante, des donnees sur la situation de la sante, etc.4. Developper des outils pour harmoniser la collecte de donnees et les processus afin de faciliter la consolidation de l'information.Repondre aux demandes d'informations specifiques emanant des equipes techniques et des partenaires, assurer la diffusion des informations et le partage desconnaissances avec tous les partenaires.5. Verifier la qualite des donnees (exhaustivite, actualite), identifier les lacunes dans la gestion des informations sur la sante, recommander des actions correctives et preparer les documents pertinents a inclure dans les propositions de projet, rapports de situation internes et externes (SitReps), bulletins, evaluations des risques pour la sante, apercus des besoins de sante (HNO), etc. 6. Produire un retour d'analyse periodique (hebdomadaire, mensuel et trimestriel), y compris un controle regulier accelere des maladies.7. Produire des donnees de surveillance (ADC) pour ameliorer la prise de decision aux niveaux pertinents.8. Organiser une formation en gestion des donnees pour renforcer les capacites des agents.9. Soutenir la gestion des donnees lors d'epidemies et d'autres evenements de sante publique et assurer l'harmonisation de ces donnees avec des bases de donnees existants au niveau national.10. Transmettre les bases de donnees a l'equipe de soutien inter-pays et au bureau regional.11. Participer a toute autre activite en rapport avec la gestion des donnees et effectuer toute autre tache a la demande du superviseur

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaire de premier cycle en informatique ou en gestion de donnees, informatique, Statistique,mathematiques appliquees ou sante publique, complete par une formation en Developpement et / ou gestion de bases de donnees dispensee par un institut accredite / reconnu. Desirable:

Experience

Essential: Au moins deux annees d'experience pertinente combinees aux niveaux national et international en gestion de donnees et / ou d'information. Desirable: Experiences dans la gestion de base de donnees dans les situations d'urgence ou de catastrophe et de crise sanitaire ou experience de travail dans le domaine humanitaire sur le terrain, avec des agences des Nations Unies, des partenaires sectoriels de la sante, des organisations humanitaires reconnues ou avec une organisation non gouvernementale internationale.

Skills

1.Connaissance averee des systemes de gestion de l'information et de surveillance.2. Competences confirmees dans le domaine de la collecte, de l'evaluation, de l'analyse et du suivi de donnees statistiques dans un contexte de sante publique.3. Aptitude a concevoir, gerer, analyser et coordonner des projets du systeme d'information complexes, des applications et des bases de donnees informatiques, des outils Web.4. Competences confirmees dans le developpement et la mise en œuvre de produits et de tactiques de communication / media.5. Excellentes competences interpersonnelles completees par la capacite de conceptualiser des idees et de preconiser un consensus.6. Excellentes competences de presentation7. Aptitude a sortir des sentiers battus" et a faire des propositions innovantes en matiere de communication.8. Connaissance ou comprehension du mandat et des objectifs de l'OMS dans le contexte de la gestion des incidents d'urgence.

REMUNERATION

Remuneration comprises an annual base salary starting at XAF 23,673,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
