OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing andcontrolling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.Within CHP, the Vaccine Preventable Diseases and Immunization Programme (VIF), a flag ship initiative within the European Plan of Work, will set a course for everyone in the WHO European Region to enjoy the full benefits of vaccines, including Covid-19 vaccine, across their life-course. Through the implementation of 2030 European Immunization Agenda (EIA2030), It will focus on addressing immunization inequities between and within countries, based on local data and evidence, through innovative local level programming and tailored interventions for a demonstrable impact. Within the domain of addressing immunization inequity in the Region, the agenda will support building a resilient immunization system in “Middle-Income Countries” by strengthening critical components of national immunization programmes. The unit will bring existing partners, WHO Collaborating Centres, sub regional platforms, community-based and civil-society organizations and non-traditional immunization partners to forge renewed partnerships and harness the available technical expertise of academic institutions in the Region towards making the 2030 European regional immunization agenda a reality.

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS) in Member States, the incumbent will support the national immunization programme and the Ministry of Health in their efforts to respond to COVID-19 pandemic, through provision of technical assistance on management of data on COVID-19 vaccine deployment and vaccination, including strengthening data management of national vaccine-preventable disease control and elimination programmes.

Under the overall guidance of the WHO Representative and the Regional Adviser Vaccine-preventable diseases and Immunization programme (VIF) and, incollaboration with the Technical Officer Immunization (National or International Professional, as the case may be) in the country office and,Regional Technical Officer (Team Lead), Immunization analytics and monitoring, VIF in the Regional Office, the incumbent will assume the following duties:

Manage databases and data systems for the national COVID-19 vaccination, VPD and routine immunization data as well as AEFI surveillance, that are made available to WHO Country Office, including conducting data quality checks and seeks for data improvement.

Analyse and visualize available data in suitable formats (i.e. graphs, tables, maps), under the guidance of technical focal points at WHO Country Office and Regional Office; provide initial interpretation and prepare preliminary reports, summaries and presentations.

Maintain regular contacts with country health administration in consultation with the Vaccination Pillar Lead in the Country Office - to ensure complete and timely reporting of required data, and provide feedback on quality of submitted data.

Support national immunization programme and MOH to

- implement best practice and WHO guidelines for management of immunization and VPD data information systems and databases

- comply with data reporting requirements to WHO for the monitoring of COVID-19 vaccination campaign and implementation of EIA2030

- develop and oversee implementation of the procedures to ensure good quality collection of vaccine-preventable disease and immunization data, including development of user-friendly reporting templates, tools and guidelines.

- analyse available data to ensure regular data quality checks and monitoring of key performance indicators established at global and regional levels, as well as for monitoring country-specific immunization strategies and plans.

- develop suitable data visualization and presentation for various reporting requirements, and to support programme monitoring and decision making.

Perform other duties as assigned by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in health statistics or mathematical science Desirable: Advance university degree or post graduate training in public health or epidemiology or additional qualifications in demography, biostatistics or epidemiology

Experience

Essential: At least one year of relevant experience in collection, management and analysis of epidemiological data at subnational or national level. Experience in data quality control process. Desirable: Experience gathering, recording, analysing and reporting of vaccine preventable diseases and immunization information related data. Relevant work experience with WHO or another international public health organization.

Skills

Broad knowledge in public health data management and presentation, epidemiology and particularly in disease control and immunization programmes.

Required software skills: Knowledge of MS Excel, MS Word, MS Access. Knowledge of at least one or more statistical and data analyses packages (EPIINFO, EPIDATA, SAS, STATA, SPSS, R, Statistica,or Matlab)

Desirable skills: Advanced knowledge of GIS software (ArcGIS,Mapinfo or similar software). Advanced knowledge of graphic editing and desktop publishing programmes

REMUNERATION

Remuneration comprises an annual base salary starting at USD 28,742 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
