Lebanon continues to host one of the largest populations of refugees per capita globally. In the absence of a formal national asylum system, UNHCR undertakes registration, identity management, and documentation of persons with and for whom UNHCR works, in coordination with the Government of Lebanon. Registration plays a central role in enabling access to protection and assistance, preserving legal identity, and facilitating durable solutions.
In late 2024 and early 2025, operational realities – including funding constraints, shifting operational and protection context in Lebanon and Syria, increased cross border movements and the need for greater efficiency – have driven the reshaping of registration and identity management activities. Significant operational changes were initiated in 2025, including the implementation of the operation-wide Presence Verification Exercise via the MyUNHCR portal as well as the centralization of registration capacity and activities under one consolidated structure (Case Processing Center, CPC) in Beirut. CPC will have two main workstreams, Registration (REG) and Data Management (DM) closely interlinked on service delivery to persons of concern, UNHCR functional units and partners.
The Data Management Assistant will be supervised by a Data Management Associate under overall supervision of the Operational Data Management Officer, who provides the incumbent with general guidance and workplans. The incumbent will work on specific project-based tasks, focused on supporting data collection and migration scripts on new arrivals, VolRep operations, access rights, processing data for mobile missions undertaken to priority locations within the country, monitoring tools and supporting data integration processes, as required.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.
Desired Candidate Profile:
The ideal candidate is a technically skilled and detail-oriented data professional with extensive experience in data transformation, and reporting using tools such as SSRS, and Power BI. They have data management experience working with UNHCR’s tools, including proGres, BIMS, and RAIS, and are adept at working with complex datasets.
The ideal candidate should have/be: • Experienced in transforming, cleaning, and structuring datasets using SQL • Strong skills in designing and development of dashboards using tools such as FetchXML, Power BI, and SSRS • Experience performing bulk data operations using SSIS • Proficiency in developing and maintaining data collection forms using Kobo and PowerApps • Skills in Mapping using ArcGIS online

Data Management Assistant
Organizational Setting and Work Relationships The position is normally supervised by a Professional or Senior General Service staff member who provides the incumbent with regular guidance and support. The position has no supervisory role. Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Enter data mainly related to asylum seekers, refugees and persons of concern to UNHCR into the computer database. - Contribute to the preparation of reports and project documents by providing information, preparing tables and drafting routine correspondence and reports. - Update and maintain existing databases and generate various statistical reports. - Assist in the development of forms for data collection and analysis, if requested. - Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required. - May be required to undertake field trips to project sites. - Decide on the data recorded in database. - Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s). - Perform other related duties as required.
