Background Information - Job-specific

The overarching objective of the assignment is to maintain and continuously update and improve the SDG 6 Data Portal. The incumbent will also support UN-Water on any other activities related to data management and web development as necessary. The incumbent will work in the UN-Water Management Team and independently implement these objectives, in close collaboration with other internal and external data management and web development expertise.

In the below list of accountabilities (and elsewhere in this document), the term “products” refers to both the SDG 6 Data Portal and any other UN-Water online platforms.

Functional Responsibilities

Particular accountabilities for the incumbent include:

  • Be the technical focal point for the products and ensure their daily operation, continuously maintain, update and enhance products;
  • Prepare data from multiple agencies and sources and upload to the products (manually and via APIs);
  • Add new data sets to the products and ensure their full display throughout the products (manually or via APIs);
  • Implement improvements and develop new functionalities and content (frontend and backend) to align with strategic needs and operational requests;
  • Liaise with the company originally developing the portal, including technical and contractual follow-up as necessary (e.g. review and follow-up of their work, advice on best solutions/problem solving, writing/reviewing meeting notes, draft/review technical specifications for work);
  • Liaise with the company hosting the products and ensure efficiency of internet deployment (including integrating third party applications), maintain a high-level security and manage backups
  • Support outreach activities and drive initiatives to increase traffic; advise on and implement optimal user experience; analyse audience’s needs based on web analytics and adapt response to enhance the user experience;
  • Keep abreast with new technologies and suggest ways to integrate them into the products; identify areas for improvements and new functionalities; advise on suitable solutions and new technologies and add new material and features as needed;
  • Ensure efficiency of Internet deployment by integrating several third party applications to the Internet;
  • Advise users of the systems based on their day-to-day needs and ad hoc; provide user support and training to third parties;
  • Perform other related duties as required.

Education/Experience/Language requirements

Education

Advanced university degree in computer engineering or computer sciences or related field. A bachelor’s degree with a combination of two (2) additional years of relevant experience may be accepted in lieu of the master’s degree.

Work Experience

A minimum of two years of relevant progressively responsible professional experience is required in the following fields:

  • Project management and results reporting
  • Planning, design, development, implementation and maintenance of websites and online databases

  • (including cross-platform, cross-browser, web accessibility and multi-language aspects)

  • Data management (including data compilation from across sources) and data visualization (including on maps, charts and tables)
  • Programming and development in Drupal, HTML, CSS, MySQL, PHP, JavaScript, ASP, Highcharts, Google Analytics

Desired experience:

  • Statistical standards and SDMX
  • Geographical information systems
  • Working experience in the UN system

Language - Excellent written and oral skills in English are required.

  • Knowledge of French and/or Spanish is desirable.
