Support effective implementation of the Global Framework on Chemicals through data management.
You have:
- An advanced university degree (Master's degree or equivalent degree) in a field related to data science, computer science, statistics, information systems or similar is required.
- A minimum of four (4) years of progressively responsible experience in data management, data analytics or data engineering.
- Experience in data cleaning, transformation, aggregation and management.
- Experience in database design and administration.
- Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar).
- Experience in sourcing and integrating multi-source datasets, including data scrapping and API-based data collection.
- English (level III) is required. Level II of another official United Nations language is desirable.

Digital infrastructure, including database(s) and data visualization tool(s), is established to manage and present data and information for the GFC’s measurability framework and its indicators.

Duties and Responsibilities
The Global Framework on Chemicals - For a Planet Free of Harm (GFC) is an inclusive, voluntary global policy framework on the safe and sustainable management of chemicals and waste and is hosted by UNEP, Chemicals and Health Branch in Geneva The objective of this consultancy is to support effective and timely implementation of the Global Framework on Chemicals and the ICCM5 resolutions, in particular its measurability framework and indicators, through data analysis, management and establishment of database(s) and data visualization tool(s). The consultant will perform the following tasks: 1. Programmatic Support: • Plan and deliver milestone outputs on schedule, report risks and mitigation actions. • Monitor progress and optimize performance of database(s) and visualization tool(s). • Propose improvements to increase quality, functions and efficiency. 2. Data Management and Visualization: • Conducts desk review of data needs and availability, map and source data from open data portals, partner agencies and APIs. • Operate data pulling and validation from multiple sources, coordinate with data custodians where applicable. • Clean, transform and aggregate data to produce analysis-ready datasets. • Develop data dictionaries, conduct data quality control, ensure data coverage, completeness and consistency. • Database(s) design and administration for structured storage of data and information, in line with data governance and privacy requirements. • Establish metadata and cataloguing standards to ensure transparency, accessibility and reuse of data. • Perform descriptive and exploratory analysis, including multivariate methods, to inform indicator construction. • Draft technical notes to justify database design, methodological choices and data visualization as needed. • Design, build and maintain data visualization tool(s) that present indicators, trends and disaggregation to non-technical audiences. • Implement features for data filtering and exporting; clearly communicate uncertainty and limitations where applicable. • Ensure visual assets follow organizational style guides and accessibility standards. • Apply data protection, privacy and compliance standards as needed. • Document approvals, licenses and usage restrictions. • Present database(s), dashboard(s) and methodologies to domain experts and partners for validation and feedback. • Participate in meetings and consultations to refine conceptual frameworks and indicator selections; incorporate feedback into iterative releases. • Draft technical notes and provide guidance to internal and external users on data entry standards and dashboard use, among others.
Qualifications/special skills
• An advanced university degree (Master's degree or equivalent degree) in a field related to data science, computer science, statistics, information systems or similar is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree • A minimum of four (4) years of progressively responsible experience in data management, data analytics or data engineering • Experience in data cleaning, transformation, aggregation and management • Experience in database design and administration • Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar) • Experience in sourcing and integrating multi‑source datasets, including data scrapping and API-based data collection

• English and French are the working languages of the United Nations Secretariat. For this job opening, English (level III) is required.
