Result of Service This consultancy service is to provide technical support to the UNSDCF OWGs and UNCT to develop the Joint Workplans for the four UNSDCF Outcomes. In this context, the consultancy service broadly involves providing technical support to develop JWPs/result monitoring and coordination support to bring together inter-agency OWGs.

Duties and Responsibilities On 1 January 2019, the UN Secretary-General launched a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator, the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level, supports countries in the achievement of their development priorities and the attainment of the SDGs.

Under the overall coordination of UN RCO and leadership of the UN RC, the UN Country Team (UNCT) in Nepal has formulated the UN Sustainable Development Cooperation Framework (UNSDCF) for the period of 2023 to 2027. After the UNSDCF has been co-signed with the Government of Nepal, the UNCT needs to develop Joint Workplans (JWPs), designing outputs and sub-outputs along with indicators, baseline, and targets for the four UNSDCF 2023 -2027 outcomes.

The consultant will be largely responsible for providing support to the UN RCO, UNCT, OWGs to develop JWPs for the four UNSDCF Outcomes with technical assistance on designing and reporting of result frameworks and data management. More specifically, the consultant will be responsible to: - Review the UNSDCF and UNSDCF result framework for developing an outline of the requirements for the formulation of the UNSDCF JWPs and the methodological note to the UNSDCF Result Framework; - Plan and facilitate the design and implementation of the UNSDCF JWPs in alignment with the Country Common Analysis (CCA) and UNSDCF; - Plan and facilitate the design and implementation of the methodological note to the UNSDCF result framework in alignment with the CCA and UNSDCF LNOB framework; - Undertake empirical analysis, data mining and visualization to assist UN RCO, UNCT, and OWGs in developing the JWPs; - Collect information on the latest developments of the use of new types of data sources and tools for sustainable development. - Contribute substantively to the development and implementation of peer review and quality assurance mechanisms for the JWPs; - Communicate and coordinate with inter-agency working groups, particularly OWGs, for data collection and compilation; - Provide quality assurance review of the UNDAF monitoring and evaluation (M&E) framework and results reporting to country, regional and global levels; - Facilitate the sharing of best practices within the UNCT, particularly focusing on working groups, based on a solid understanding of the incentives that people need to utilize knowledge;

Qualifications/special skills Advanced university degree (Master's degree or equivalent degree) in business or public administration, information management, statistics, sustainable development, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management or project/programme management in the context of development cooperation or related area is required.

Languages Fluency in written and spoken English is required.
