Result of Service The Data Management and Advisory Specialist will support the 10YFP Secretariat in strengthening the monitoring and reporting efforts on the implementation of the 10YFP and SDG 12 more broadly, ensuring the provision of relevant high-quality data and information to guide discussions on SCP, natural resource use and socio-economic development, as well as the action of the international community in the context of the 2030 Agenda. It will include efforts to streamline reporting across SDG 12 targets and the coordination of the annual reporting processes of the 10YFP/One Planet network.

The tasks under this consultancy will ultimately contribute to assisting in achieving the following objectives:

  • To manage the data management, reporting and monitoring systems and website integration
  • To provide advisory in the analysis and strategic use of data both internally and externally, including through the SCP-HAT
  • To manage the SDG 12 Hub including its maintenance, new developments, capacity-building, and coordination across SDG 12 custodian agencies

    Duties and Responsibilities Under the supervision of the 10YFP Secretariat Programme Management Officer responsible for Monitoring and Knowledge Management, the Data Management and Advisory Specialist will have the following responsibilities:

A. Manage the data management, reporting and monitoring systems in place to track progress on the 10YFP / SDG 12 implementation. - Manage the maintenance and further support the development and integration of the CRM (Client Relationship Management), reporting system and databases of the 10YFP/One Planet network; - Develop and implement concrete measures to ensure data quality (validity, reliability, precision, integrity, timeliness), in line with established monitoring and reporting methologies; - Identify and implement methodological improvements required to better capture and measure progress under the 10YFP and on SDG 12 at outcome and impact levels; - Provide support and guidance to all relevant stakeholders in the best use of the CRM, reporting system and database , including through day-to-day assistance, guidance documents and/or trainings; - Coordinate efforts to promote the streamlining of data collection conducted by other SCP related initiatives, as well as to integrate the data and monitoring systems of the 10YFP/One Planet network in other key platforms, such as the World Environment Situation Room.

B. Facilitate the analysis and strategic use of data both internally and externally - Collect and manage the data from the 10YFP/One Planet network programme partners, National Focal Points and other relevant stakeholders; - Advise programme leads and Secretariat workstreams on their data collection processes, and on specific use cases and data analysis needs; - Provide quantitative analysis of data collected through the annual reporting exercise of the 10YFP/One Planet network, including the official Member States’ reporting on SDG 12.1.1; - Develop data visualisations and other means of dissemination of data analysis and key insights to foster the use of data across the network; - Provide inputs and support the drafting of the annual progress report of the 10YFP to the HLPF. - Support the further development and dissemination of the SCP-HAT towards data-driven and evidence-based decision making within SCP, including through the establishment of the Regional Centres of Excellence, in close collaboration with regional offices and economic commissions

C. Manage the SDG 12 Hub including its day-to-day operations and content updates, the planning and implementation of new developments, the coordination of unified approaches across SDG 12 custodian agencies, and the delivery of capacity building activities on the use of the hub. - Manage the common knowledge base and database on SDG 12 across UN Custodian agencies; - Lead the further development of the SDG 12 Hub and the engagement of stakeholders in the application of existing technical tools, including the SCP-Hotspot Analysis Tool; - Lead activities to coordinate efforts for reporting on SDG 12 within UN Environment, including through the SDG 12 Hub and aligning other relevant SDG 12 indicators with the 10YFP indicator framework; - Facilitate unified approaches, across UN custodian agencies/SDG 12 target areas, for capacity development and data dissemination for SDG 12; - Coordinate whenever relevant with the UN Environment Statistical Office on the reporting on SDG 12 Hub, SDG 12.1 and other relevant SDG indicators, including on the transfer of data into UN Environment Live - Lead the engagement and the capacity building of stakeholders in the application of the Hub and the SCP-HAT (e.g. National Focal Points, Regional Centres of Expertise), including facilitating the dissemination of existing tools, solutions and trainings through UN implementing entities (e.g. regional offices, UN reform, UN online presence, UN SDG events).

Qualifications/special skills Competency: - Analytical Skills – Experience extracting and analysing data across a series of different parameters from both online and offline sources. - Communication – Ability to communicate with the diverse stakeholders of the 10YFP. - Project Management – Experience working with and coordinating internal and external partners in order to effectively gather, harmonize and utilize information relevant to different projects. - Ability to work in a multicultural environment Academic Qualifications: - Post Graduate Degree (Masters level or above) in international affairs, project management, economics, social science or related field. Experience: - A minimum of 5 years of work experience, including at least 3 working in an international organization in relation to monitoring and reporting activities and data analysis. Additional experience is an advantage. - Strong understanding of databases and data analysis procedures, expertise in data administration, management and analysis, including technical aspects, as well as in disseminating and communicating key information based on data. - Familiarity with modern database and information system technologies. - Demonstrated experience with Customer Relation Management systems and data management tools such as Microsoft Excel for the analysis of large quantities of data is required. - Understanding of the methodologies and processes surrounding the UN Sustainable Development Goals is required. - Experience working with diverse international stakeholders to organize, catalogue, and disseminate their activities is an asset. - Excellent inter-personal and communication skills. - Flexibility and adaptability to work under pressure to meet specific deadlines. Language: - Fluency in English is required - Additional UN languages are an asset

Additional Information The 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), adopted by Heads of State at the United Nations Conference on Sustainable Development (Rio+20) in 2012, is a global framework for action to accelerate the shift towards Sustainable Consumption and Production (SCP) in both developed and developing countries. UNEP was mandated by the UN General Assembly to serve as the Secretariat of the 10YFP.

As reflected in the 2030 Agenda for Sustainable Development, the 10YFP plays a central role in achieving the shift to SCP: its implementation is the first target of Sustainable Development Goal 12 on “Ensuring sustainable consumption and production”; the 10YFP is also cited in Sustainable Development Goal 8 as the Framework of reference for decoupling economic growth from environmental degradation. The 10YFP generates impact through multi-stakeholder programmes and partnerships, which form the One Planet network (www.oneplanetnetwork.org) and develop, replicate, and scale up SCP policies and practices at all levels.

Monitoring the implementation of SCP and SDG 12 is a key activity of the 10YFP Secretariat’s Programme of Work under UNEP’s Resource Efficiency sub-programme (Project #613.1). Such monitoring is indeed critical in identifying emerging trends and strategic gaps, demonstrating, and showcasing the benefits of sustainable consumption and production to build a greater momentum for change, in guiding and supporting the implementation of policies and practices at all levels, as well as in assessing the impacts of the 10YFP itself. Policies, activities and overall progress are monitored through an annual reporting, based on the 10YFP Monitoring and Reporting Framework and its Indicators of Success, which consists in the official reporting of Member States on the implementation of the 10YFP (SDG 12.1.1) as well as in a systematic data collection on stakeholders’ contribution to the 10YFP and SDG 12 across the One Planet network. Member States and stakeholders report on progress through the 10YFP/One Planet network website. The trends and gaps identified form the basis of the annual reports submitted to the High-Level Political Forum (HLPF) and guide the action of the One Planet network. They also inform various expert groups on SDG 12 and other relevant goals across the UN system.
