This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Under the overall guidance and direct supervision of Programme Management Officer, the UNV will work in close collaboration with the Strategic Planning Unit, ensuring timely support in carrying out normative work of the Unit which includes the Department's Performance Measurement, Enterprise Risk Management, Strategic Foresight, and other cross-cutting areas of programme management, research, and analysis.

Within the delegated authority and under the supervision of a Programme Management Officer or his/her designated mandated representative(s), the UN Volunteer Data Engineer will:

• Identify needs for dataset assembly across the organization and collaborate with stakeholders to gather and process data. • Implement solutions to data-related technical problems and data infrastructure updates. • Design internal process improvements: automating manual processes, optimizing data delivery, and re-designing architecture for greater scalability. • Extract data features from complex datasets for data scientists and data analysts. • Develop and implement changes to data systems to ensure compliance with data governance, protection, privacy, and security requirements. • Execute on data science projects and track corresponding key performance indicators (KPIs) for success. • Understand new data sources and process pipelines, assist in cataloguing/documenting as needed. • Create data pipelines for more efficient and repeatable data science projects. • Apply various ML and advanced analytics techniques to perform classifications or prediction tasks. • Assist in the testing of various data science models, such as cross-validation, A/B testing, bias, and fairness. • Assists in the exploration, identification, and acquisition of data sources to determine their suitability for use in decision-making and advancing the goals of the organization. • Enables broader use of data sources by applying quality methods to structure, clean, format, parse, and standardize for analytical use. • Contributes to the design and develops data science products to reveal insights and provides an understanding or knowledge of the data that would otherwise not be detected without the application of advanced analytical methods such as artificial intelligence, machine learning, predictive analytics, data and text mining, natural language processing, statistics, and use of relevant algorithms and computational approaches. • Assists in promoting the use of data science solutions through client training and the development of products, tools, and processes to extend the capabilities of client offices. • Contributes to the design and develops customized visualization and presentation products to reveal the findings of analysis for clients, suitable for all forms of production including briefings, reports, documentation to oversight bodies, interactive interfaces, and publication quality outputs. • Manage the implementation of changes to data systems to ensure compliance with data governance, protection, privacy, and security requirements. • Assist in editing and revision of reports, briefs, and other documents as needed.
• Perform other duties as assigned.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

data management, integration, modeling, optimization and other relevant areas. • Experience supporting cross-functional teams and collaborating with stakeholders in support of analytics initiatives is required. • Experience in programming languages such as Python or R is required. • Experience with database programming languages (SQL, etc.) is required. • Experience in designing data integration and pipeline architectures which must include ingesting data through different methods such as message queues, database connections, flat files, REST, or specific API’s, is required. • Experience in DevOps toolchains like Git, Jenkins or Bamboo – or equivalent tools - and experience with the deployment of data pipelines is required. • Experience working with self-service analytics applications like Microsoft PowerBI, Tableau, Qlik and others for data discovery is requiried. • Experience in delivering big data use cases is desirable, including projects using technology such as Apache Spark, Hadoop or others. • Experience in Artificial Intelligence, particularly Machine Learning techniques for data mining and extraction of large amounts of data is desirable. In this context, familiarity with concepts of bias and fairness (i.e., how to identify, assess, and minimize harmful biases, discrimination, and unfair outcomes in algorithmic systems and data) is particularly desirable. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.

The Duty Station for this assignment is Bogotá. Living conditions in the urban areas of the municipalities and cities where duties are performed are generally good and provide access to housing, food, healthcare, sports, etc. Regarding rural areas, it is pertinent to mention that they continue to be affected by the activities of illegal armed groups (ELN, recently emerged armed groups) and by clashes between these groups and the Colombian Armed Forces. The corresponding Subsistence Allowance (in English, Volunteer Living Allowance or VLA) is provided monthly to cover housing, utilities, ordinary subsistence expenses in the amount of COP $5,319,810. Life, health, and permanent disability insurances are included, as well as final repatriation (if applicable). As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for securing their own housing and other essentials for subsistence. National UN Volunteers are part of the intentional damage insurance plan. This assignment requires full availability and exclusivity with the United Nations System.
