The Global Maritime Crime Programme (GMCP) of the United Nations Office on Drugs and Crime (UNODC) was established in 2010 as the Counter Piracy Programme (CPP), in response to United Nations Security Council resolutions calling for a concerted international response to address piracy off the Horn of Africa. Since then, its mission and mandate have expanded both thematically and geographically, covering a much wider spectrum of maritime crimes within six ocean spaces globally. With its headquarters located in Colombo, Sri Lanka, the Programme is committed to supporting Member States through its mandate to develop cooperation both at a regional and international level and build law enforcement capacity among Member States to counter serious organized crime within the maritime domain. Under its Indian Ocean East portfolio, the Programme is providing technical assistance to maritime law enforcement authorities and criminal justice actors in Bangladesh, the Maldives and Sri Lanka.

Within this context, the United Nations Office on Drugs and Crime (UNODC) is looking for a National Youth UN Volunteer – Data Collection Assistant based in Bangladesh under the guidance and direct supervision of the GMCP Associate Programme Officer, to support the data collection of a study focused on better understanding organized criminal networks linked to drug trafficking in the Eastern Indian Ocean, specifically Bangladesh.

Under the direct supervision of the UNODC GMCP Programme Officer, the National Youth UN Volunteer will undertake the following tasks:

• Support UNODC staff/consultants in the collection of key data pertaining to better understanding organized criminal networks linked to drug trafficking in the Eastern Indian Ocean, particularly in Bangladesh. • Produce reports, briefs and/or summaries related to the study/research, as necessary to showcase or present preliminary findings to UNODC staff and/or relevant stake-holders. • Ensure that meeting minutes, transcripts and/or any other written document produced as part of data collection adequately captures key information related to the study/research on organized criminal networks linked to drug trafficking. • Attend to meetings with relevant government agencies/stakeholders for the purposes of data collection, along with UNODC staff/consultants. • Ensure that relevant permissions are obtained by interviewees/participants. • Translate interview responses and/or other relevant written inputs from Bangla to English to facilitate data analysis. • Perform any other related duties as required/assigned.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD); • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service when-ever technically possible. • Network and build relationships with local organizations, groups or individuals and support and/or participate in local volunteering initiatives.

• Relevant work experience conducting qualitative research in topics related to law, political science or social sciences is desirable; • Interest in criminal justice, law enforcement and/or maritime affairs is desirable; • Experience in liaison with government counterparts is desirable; • Experience in volunteerism is desirable. • Experience in legal research and legal review; • Experience working and liaising with government counterparts; • Experience in the area of maritime crime; • Familiarity with UN mandates, rules and regulations; • Ability to create, edit and present information in clear and presentable formats; • Ability to manage data, documents, correspondence and reports information and work-flow; • Good IT skills. • Excellent knowledge of written and spoken English and Bangla is required.

Dhaka is located in central Bangladesh along the Buriganga River. Not only is it the capital city, but it is also the largest in the country. It is the centre of political, cultural, and economic life in Bangladesh. The official language is Bengali, while English is the working language of UN Agencies. In recent decades, Dhaka has seen the modernization of services, communications, and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation; this has reportedly made Dhaka one of the fastest-growing cities in the world. Good English-speaking medical, dental services, and educational centres are available for internationals. Dhaka is connected to other cities by rail, road, and by air and internationals can move easily from one city to another.

Dhaka has venerable green spaces, including many gardens and parks, historical places, and nice restaurants. The weather is tropical - hot and very humid during the summer monsoon season (April-September) and drier and cooler in the winter (October-March).

Historically, Bangladesh has been a safe country for internationals so far. While Dhaka is not categorized as a hardship station, the volunteer should be prepared for limitations in freedom of movement on foot, by public transport, and to certain locations.
