You have:
- University degree in Social Sciences, Public Health, Human Rights, Disability Studies, or related fields.
- Postgraduate studies in human rights, disability, or social research methods is desired.
- At least 5 years of experience with qualitative research and structured interviews is required.
- At least 5 years of experience working on disability, care systems, or public policy in Moldova is desired.
- Previous work with UN agencies, NGOs, or public institutions is desired.
- Ability to identify and mitigate selection biases and social desirability biases.
- Experience with qualitative analysis tools (e.g., NVivo, Atlas.ti) and data tabulation (Excel, SPSS) is desired.
- Fluency in Romanian is required.
- Knowledge of English and Russian is desired.

20 completed EQUIP questionnaires 20 narrative summaries (1–2 pages each) 1 synthesis report highlighting main findings All documentation in structured format, including field notes and data files, respecting KOICA communication guidelines that will be provided by the EQUIP Team.

Duties and Responsibilities
This consultancy is part of the KOICA-funded project “EQUIP: Equality and Quality in Disability-Inclusive Human Support Provision,” to support the transformation of care and support systems for persons with disabilities in line with the Convention on the Rights of Persons with Disabilities (CRPD), under the supervision of OHCHR's Human Rights and Disability Unit. In collaboration with and under the coordination of the EQUIP Team and OHCHR Moldova, the consultant will be responsible for implementing a structured questionnaire with selected service providers in Moldova to generate evidence on current practices and inform strategic recommendations, acting as follows: Participate in a methodology and induction session delivered by the EQUIP team. Conduct at least 20 in-depth interviews with selected public, private, and community-based service providers. Apply the EQUIP questionnaire rigorously, including conditional logic as defined by the research protocol. Record and systematize responses, including qualitative annotations and notes. Prepare summary reports per interview (1–2 pages each) capturing key insights, contradictions, and general tone. Contribute to a short synthesis report summarizing trends, challenges, and opportunities for systemic change. Collaborate in follow-up meetings with the EQUIP team and OHCHR Moldova to adjust or clarify implementation issues. Deliver all materials in a structured format, including questionnaires, summary sheets, and field notes.
