**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Baghdad Job Family: Education Type of contract : Non Staff Level : Level 3 Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 30/11/2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **BACKGROUND AND JUSTIFICATION** -------------------------------- Under the supervision of the Director of UNESCO Office for Iraq and the direct supervision of the Project Manager and the EMIS Coordinator, the Data Cleansing and Quality Assurance Engineer shall fulfill the role that falls in the framework of the project “System Building and Capacity Strengthening of Ministry of Education (MoE) and its Sub-National Directorates of Education for Effective Delivery of Quality Education Outcomes”, financed by the European Union. The following information is about the scope of the consultancy along with a summary of the justification of the project and its strategic relevance in Iraq. **Project Overview** Developing and implementing an effective Education Management Information System (EMIS) is intended to improve operational efficiencies within the schools and to monitor the performance of the education system. EMIS helps capture daily operational data in the schools and analyse a wide range of information related to the educational system to improve planning, resource allocation and mobilization, monitoring, evaluation, policy formulation, and decision making in general. A school-based standardized information system is fundamental to improve the management of education at all levels and track individual students across the grades in all stages of their education journey. As part of the project “System Building and Capacity Strengthening of Ministry of Education (MoE) and its Sub-National Directorates of Education for Effective Delivery of Quality Education Outcomes”, UNESCO is undertaking the design, development, and rollout for an Education Management Information System (EMIS) to: • Automate the operations at the nine (9) general directorates of education (Rasafa/3 - Baghdad, Karkh/1 - Baghdad, Basrah, Thi-Qar, Najaf, Qadissiya, Anbar, Missan, and Muthanna) • Analyse and report educational information and indicators in two (2) governorates of the Kurdistan Region of Iraq (Erbil and Dohuk) via the EMIS integration with the ePerwerde system implemented in the KRI. • Automate the operations nationally at the district directorates level to benefit all Illiteracy Eradication Centers (IECs). Long Description ---------------- **Duties and Responsibilities** In the framework of this Project, and under the overall authority of the Director of UNESCO Office for Iraq and the direct supervision of the Project Manager and the EMIS Coordinator, the Data Cleansing and Quality Assurance Engineer shall undertake the following: • Familiarize oneself with the Functional Requirements Specification (FRS) for the latest Education Management Information System (EMIS) Solution Release • Study the documentation of the Database Structure of the EMIS Transactional (EMIS and EMISREP2), Data Warehouse (EMISREP), and Interface Database (InterDB) schemas • Read and understand the code of the currently developed data load tools, using the Microsoft SQL Server Integration Services • Analyse, Cleanse, and Validate the data of (employees, teachers, schools and students) in SSIS data load templates and EMIS before and after performing the ETL process. •Develop and update the latest SQL Scripts, SSIS Packages, and Test Scripts to reflect the latest capabilities of the EMIS •Perform data loading activities of: 1-data supplied on Test and Training Servers 2-Employee Information on Production, Test and Training Servers 3-Schools and Buildings on Production, Test and Training Servers 4-Student Information on Production, Test and Training Servers •Validate and cleanse the: 1-data supplied by other systems such as e-Perwerde and others 2-Employee Information as supplied by General Directorate 3-Information as supplied by General Directorates and Ministry of Education 4-School and student information as supplied by General Directorate •Validate the output of: 1-decisions made by the Workflow Engine about Student Registrations,Employees (Non-Teachers) and Teachers Engagements and Transfers 2-Marks in Score Sheets and Certificates as per the data entered in EMIS and the rules of each Education Grade 3-Reports about Employees and Teachers, schools and students as per the data entered in EMIS 4-SDG4 KPIs about Employees and Teachers, schools and students as per the data entered in EMIS •Validate the performance of EMIS after loading 1 million records in Students,Employees and Teachers and Schools tables of the database **Expected Outputs/Deliverables:** The Data Cleansing and Quality Assurance Engineer shall submit the following deliverables: 1-Report on the completed data validation, extraction, transformation, loading, and reporting activities on monthly basis starting January 2022 till May 2023, no later than the end of each month. 2-All SQL Scripts, SSIS Packages, and Test Scripts Delivered, no later than 31 May 2023. 3-Final Project Report on the tasks and deliverables, no later than 31 May 2023. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS AND EXPERIENCE** ------------------------------------------ **A.Education** •Master’s degree or equivalent in Computer Science, Computer Engineering, or related field. **B.Professional Experience** •At least 10 years of proven relevant experience in: •Working as a Data Analyst. •Working as a Software Quality Assurance Engineer. •Working as a Database Administrator. •Developing SQL Service Integration Services (SSIS) packages for interoperability among applications. **C.Languages Skills** Fluency in oral, reading, and written English and Arabic is required. **D.Competencies / Inter-personal skills** •Ability to listen, adapt, persuade, and transform and ability to effectively communicate intensions and requirements to internal and external stakeholders. •Experience working as a Software Quality Assurance Engineer with ability to test software capabilities comparing them to functional requirements. •Experience in data management, data warehousing, analytics, query design, and SQL is a must. •Experience in using issue tracking systems and working with agile development processes. •Experience in cleansing bilingual data (Arabic and English) is a must. •Experience in developing Excel macro libraries and functions with dynamic worksheets. •Experience in data extraction, transformation, and loading of bilingual data (Arabic and English) is a must. **AVAILABILITY** ---------------- Immediate and should be confirmed as part of the submission. **APPLICATION PROCESS** ----------------------- Interested candidates should click on **“Apply Now”**, then download and complete the Employment History form (Word file).
