BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme has developed and is continuing to enhance and maintain a set of digital solutions to manage:

  • the identities and entitlements of its beneficiaries,
  • the operational parameters of the programmes that transfer benefits to them, and
  • the interfaces with financial service providers and other delivery mechanisms that process actual last mile transfers to beneficiaries.

This includes SCOPE, WFPā€™s beneficiary and transfer management platform that supports the WFP programme intervention cycle. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer and distribution reporting. While there is a current focus and scale-up/enhancement related to cash-based transfers, SCOPE currently supports all WFP transfer modalities: in-kind, voucher and cash for a variety of project activities.

As an extension and over the next couple of years, WFP also plans to develop a broad array of digital assistance services (DAS) beyond those related to the current SCOPE capabilities.

In addition to this, other data focused initiative are taking place in WFP, for instance DOTS. DOTS pulls information from across WFP into one central place. This enables staff to make more informed decisions, anticipate problems in advance and find ways to work around them. It has tools to deal with the data, but also to create reports, dashboards, and applications. Integrated information available in DOTS provides end-to-end visibility on operational activities, helping WFP to become more transparent and accountable.

DOTS is complemented by the features of Tableau Software, which allows staff to create compelling stories on data with dashboards, using Tableauā€™s advanced visualization tools. DOTS and Tableau work in tandem for staff who need to access information in DOTS, and then drag, drop, and visualize data in a self-serve manner ā€“ in minutes.

Most of the work will take place in Dakar, Senegal, but there will be missions to Country Offices of the region eventually, to gather requirements, train, participate in operations, implement, create dashboards, etc. These missions most of the time last a week but may sometimes be longer.

Under the direct supervision of the lead Regional Data Coordinator, the incumbent will be responsible for Business Intelligence providing:

  • Enhanced Business Intelligence to support decisions making at country level.
  • Operational time savings and lower IT support cost solutions.
  • Enhanced Data Quality and Consistency.
  • Enhanced Historical Intelligence.

The activities will be focused mostly on SCOPE data but will have to deal eventually with all sorts of data managed at WFP, ranging from corporate data repositories to ad-hoc data collected in the field.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Determine Country Offices and Regional Bureau information needs and identify Business Intelligence requirements (BI).
  2. Develop and maintain reports and dashboards as needed, with the proper strategy and prioritization, agreed with the Country Offices and with the RB supervisor.
  3. Participate when needed in data cleansing and preparation of data for import into SCOPE, and/or other platforms, as needed.
  4. Train staff on the different tools, procedures, and issues, virtually and physically.
  5. Provide strategic and tactical feedback to supervisor and team to constantly improve the teamā€™s work and results at the RB and COs.
  6. Through the analytics team in HQ, provide input to Service Management branch (TECM) to improve data warehouse capacity, configuration, security and capability.
  7. Engage and support data improvement programmes within the TEC Division, such as the Data Warehouse / Reporting Tool POC, systems security and systems environment improvements.
  8. Conduct on-site missions, where required, to build CO capacity on BI, Data Culture, Data Analysis, Data cleansing, etc.
  9. Create documentation and user manuals, as well as standard operating procedures, as required.
  10. Participate and facilitate if need be, to the Data Working Group meetings for the Regional Bureau and Country Offices
  11. Do proper follow up on tasks, issues, projects, using or creating tools to allow proper information and coordination amongst the team, under supervisorā€™s oversight.
  12. Report periodically to supervisor, on frequency instructed, including when in mission.
  13. Produce written reports for all missions, whether virtual or physical, in due time.
  14. Perform other related duties as required.

Education:

  • University degree in Computer Science, Data Management, Statistics, Information Management or another relevant field.

Experience:

  • At least 1 year of experience in the design and development of information management and database solutions.
  • At least 1 year of experience in data analysis, data product/solution development, technology-focused teams.
  • Experience with data visualization tools such as Tableau, Power BI, or HTML5.
  • Experience working with teams and team processes.
  • Experience in working with SharePoint and Office 365
  • Experience with Data Collection tools

Languages: Proficiency/level C of English and French.
