ORGANIZATIONAL CONTEXT

The ongoing crisis in Ukraine is leading to profound humanitarian needs. It is estimated that more than 4 million people have fled Ukraine, with many more displaced in-country. WFP is currently undertaking an emergency operation to provide food assistance for people fleeing the conflict inside Ukraine and to displaced Ukrainians in neighboring refugee-hosting countries. Assistance will be provided through in-kind food distributions and cash-based transfers.

JOB PURPOSE

The Data Analyst (SC8) will report to the Head of Data and Registration and will support data management and data analysis related to beneficiary management in WFP operations in Ukraine.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support planning activities for beneficiary registration.

2. Perform data centralization and cleaning as required on beneficiary data for upload.

3. Carry out de-duplication tasks to retain single entries for all unique beneficiaries.

4. Ensure consistency across data sources and audit trail on beneficiary data management.

5. Leverage the use of data to implement targeting criteria as defined by the Head of Programme for the preparation of cash and in-kind distributions.

6. Act as the first line of support for all users, helping with any questions, resolving issues, and escalating when needed to Regional Bureau Cairo and WFP Headquaters.

7. Develop and maintain user Dashboards including the ingestion of data and development of reports.

8. Perform Data Assurance assessment of the current data flow from the FSP, frequency, formats, and technology used, providing expert advice on beneficiary data risks (e.g. identify potential risks in beneficiary/payments data exchanges) and opportunities for mitigation, proposing a target data/systems architecture to Country Offices (COs).

9. Support the implementation of systems to automatically ingest data into corporate platforms and the customisation of reporting solutions.

10. Oversee changes and enhancements to the FSP data models at CO level, for reconciliation and reporting purposes.

11. Lead CO efforts in detecting operational anomalies and duplicates using data analytics techniques and available data, following up with business users for further verifications and corrective actions.

12. Define thresholds and develop reporting format for exception reporting.

13. Train CO personnel to generate the core assurance reports/dashboards and analyse the data.

14. Any other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: A first (bacherlors') degree in Statistics, Computer Science, Business, Economics or other relevant fields.

Experience: At least two (2) years of experience working within a data analysis environment including working with large data sets and summarizing data for business. Experience working with relational databases and query authoring with SQL. Extensive experience using Tableau and setting up dashboards.

Knowledge & Skills: Familiarity with Big Data, Data warehousing and business intelligence solutions. Ability to capture facts and stories from data and translate them into insights. Familiarity with various Extract, Transform, and Load (ETL) tools is desirable. Advanced SQL skills. Knowledge/Familiarity with Python and familiarity with Data Governance principles and best practices is desirable.

Languages: Fluency in English and Ukrainian.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

TERMS AND CONDITIONS

  • TYPE OF CONTRACT: Service Contract level 8 (SC8)
  • DURATION: 06 months (with possibility of extension)
  • DUTY STATION (City, Country): Kyiv, Ukraine
  • Remuneration: A competitive compensation and benefits package is offered.
