Background information- ECR

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

ECR strategy is to:

  • Strengthen UNOPS role in operationalizing the Sustainable Development Goals with particular emphasis on health, environment and economic development.
  • Position UNOPS in the Balkan sub-region, the Caucasus and Central Asia.
  • Strengthen the implementation of ECR global and regional programmes, with revitalized partnerships in infrastructure, procurement and project management.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

Since 2010, the Scaling Up Nutrition (SUN) Movement has inspired a new way of working collaboratively to end malnutrition, in all its forms. With the governments of SUN Countries in the lead, it unites people—from civil society, the United Nations, donors, businesses and researchers—in a collective effort to improve nutrition. The SUN Strategy 2021–2025 (SUN 3.0) prioritises country leadership and focuses on supporting systemic change at the country level. It seeks to capture the ambition of SUN countries and guide the work of all actors at all levels aligning concerted action behind and responding to commonly agreed national priorities set out by governments in SUN countries.

SUN 3.0 is committed to fundamental, non-negotiable aspects of effective nutrition action, including equity and the principle of leaving no one behind. For its third phase, the SUN Movement will drive forward gender equality and enshrine youth leadership across the Movement. SUN 3.0 will strengthen partnerships to achieve greater impact on nutrition through food systems, health systems, social protection systems, actions by the private sector and humanitarian and development actors, and through education, water, sanitation and hygiene (WASH) and climate change adaptation.

The SUN Movement Secretariat (SMS) plays a central role in enabling the multiple members and structures of the Movement to work together to advance progress on country-level priorities and the global positioning of nutrition.

The SUN Movement Secretariat comprises personnel, based in Geneva and in various regions globally. All parts of the Movement – member governments, the SUN Global Support System - the GSS, consisting of four SUN networks (Civil Society, United Nations, Business, Donors) and the SUN Movement Secretariat, together with the SUN Movement Coordinator, work together to align and focus efforts on priorities within countries.

The SUN Movement Secretariat is hosted by UNOPS.

Role of the Data Analyst-Monitoring, Evaluation, Accountability and Learning (MEAL)

The Data Analyst-Monitoring, Evaluation, Accountability and Learning (MEAL) is part of the Country Action Team of the SUN Movement Secretariat. The purpose of this team is to support SUN Countries in advocacy, positioning, planning, multi-sector/stakeholder collaboration, resource mobilisation, implementation and monitoring and evaluation of their National Nutrition Plans, accountability and learning.

The Data Analyst (MEAL) reports to the MEAL/Knowledge Management Advisor. The purpose of the role is to support and strengthen evidence-based policy making and implementation in SUN countries, by providing data and analytics that support the SUN Movement’s Monitoring, Evaluation, Accountability and Learning (MEAL) system.

Functional Responsibilities

  1. Monitoring and Evaluation
  • Update and maintain systems to collect consistent and quality MEAL data, including from third party partners and partners.
  • Support monitoring of country data through results tracking tools established to enable effective and efficient MEAL activities.
  • Prepare MEAL data analysis, for organizational reports, assessments and data portals.
  • Identify, analyze, and interpret trends or patterns in complex data sets.
  • Test analysis methodologies in data sets and verify coherence and interpretation of data visualizations for analysis approach.
  • Create, adjust and maintain the MEAL dashboard to increase and strengthen the quality and availability of country and programmatic data.
  • Design and undertake surveys for the collection of required data if not available from existing sources.
  • Provide analysis to inform the learning agenda that compiles outcome surveys, independent evaluations, and other studies.
  • Assist the MEAL/Knowledge Management Advisor to undertake periodic review of the implementation and operation of the monitoring and evaluation system(s); including the preparation of good practices and lessons learned.

2. Reporting: - Assist SUN countries with the organization and reporting of their annual joint-assessments including collection and organization of relevant information and documentation.

  • Prepare reporting, disaggregation and data visualizations to provide a holistic view of MEAL data.

  • Review corporate/donor reporting, and ensure consistency of data and information presented across reports.

  • Assist the MEAL/Knowledge Management Advisor to review progress reports submitted by Countries and provide feedback to improve quality and timeliness of reporting.

  • Ensure alignment of reports with corporate and donor reporting templates and regulations.

3. Innovation and knowledge management: - Develop learning initiatives that enhance the MEAL capacity across the Movement.

  • Interact and follow up with the Country Action team to solicit case studies, lessons learned, success stories, and best practices for internal and external sharing.

  • Support the preparation of success stories and best MEAL practices for inclusion in internal and external communication products.

  • Support knowledge management initiatives to ensure that SUN country experiences and learning are documented and available to all SUN countries.

  • Contribute to the development and introduction of innovation to ensure the Movement is continually incorporating best practice approaches.

Impact of Results The effective and successful achievement of results will support the SUN Movement and its Secretariat to achieve in-country nutrition impact and its vision of a world free from malnutrition in all its forms by 2030.

Education/Experience/Language requirements

A. Education: - Advanced university degree (Master’s degree or equivalent) in data analytics, economics, international development, or social sciences is required. - A bachelor's degree with a combination of two additional years of relevant experience may be accepted in lieu of the master's degree.

B. Work Experience:- Two years post master's degree or four years post bachelor's degree of relevant working experience in data analytics in an international, multilateral/bilateral or national organisation is required. - Work experience within the area of monitoring and evaluation and reporting is required. - Demonstrated experience in analytics and information management is required. - Experience in the usage of computers and office software packages, experience in handling of web based management systems is required.

C. Language: - Fluency in English Language ( Writing, Reading and Speaking) is required. - Knowledge of another official UNOPS language, particularly French is desirable
