You have:

  • Advanced university degree in Computer Science or relevant fields, or first university degree with additional years of related work experience
  • At least 5 or more years of relevant professional experience with continually increasing levels of responsibility
  • Significant experience in designing and implementing modern analytics architectures
  • Experience with e-Government architectures and Service Oriented Architectures within large-scale implementations
  • Experience in implementing standards and protocols for data warehouses and BI
  • Experience leading a data warehouse and business intelligence function for an organization
  • Fluency in Python and SQL
  • Strong knowledge of Oracle, SQL Server
  • Attention to detail, results-driven, team-oriented, self-motivated professional with exceptional business acumen and IT knowledge
  • Fluency in spoken and written English as a working language

Contract

How can you make a difference?

Under the direct supervision of the Business Analyst (Cash Transfers), the data analyst will:

Data Processing and Analysis

  • Facilitate the use of data by internal and external users to make effective decisions through the effective deployment of a modern data analytics architecture;
  • Enable high-level strategic decisions for enterprise data warehouse systems and business intelligence tools and applications;
  • Develop and implement data warehouse architecture and standards in line with business needs;
  • Facilitate the development of high quality and reliable data and business intelligence outputs available to a wide variety of users;
  • Implement tactical decisions for enterprise data warehouse systems and business intelligence tools and applications;
  • Oversee end to end projects to develop Business Intelligence solutions (ETLs, CUBEs, reports, dashboards, etc);
  • Build strong working relationships with project stakeholders and analyse stakeholder objectives and the underlying issues arising from investigations into business requirements;
  • Support and advise Product Owners in communicating the benefits of outcomes to gain acceptance/approval;
  • Participate in design walkthroughs with appropriate focus groups and related users to verify accuracy of design in meeting business needs;
  • Assist teams navigate the transition to cloud-based BI environments;
  • Develop interfaces/load process using databases, (SQL/NoSQL);
  • Work closely with Business Analysts to develop detailed system designs and written test plans for online and report application programs;
  • Perform analysis on projects and provide a project plan that shows the tasks needing to be completed and a time estimate for each task;
  • Develop, test and maintain code using software development methodology and appropriate technologies for the system being used;
  • Monitor usage and performance of business intelligence systems;
  • If necessary and if funding is available, establish teams with clear roles and responsibilities for developing and maintaining business intelligence and data warehouses in line with best practices and required standards;
  • Facilitating the take-up of business intelligence across the user base, onboarding new services;
  • Facilitate continuous improvement of the service;
  • Research technology trends within and outside the government and ensure technologies are appropriately aligned;
  • Develop new business intelligence products in line with government requirements;
  • Perform other duties as assigned.

Data Processing and Analysis

  • Ensure appropriate data cleansing and consolidation routines are in place and continually monitor their implementation to ensure beneficiary data is of the highest possible quality before importing into corporate beneficiary data management systems, e.g., HOPE;
  • Analyze relevant data sources for all stages of the cash transfer implementation process from registration to reconciliation for their potential to be related to each other and synthesized, ensuring that available data is utilized in the fullest possible way to optimize programme implementation and monitoring and enable adaptive programming;
  • Support the Business Analyst in drawing up and maintaining business requirements and roadmaps for corporate solutions and document locally developed routines and SOPs linking corporate systems.

  • Advanced university degree in Computer Science or other relevant fields, or First University degree with additional years of related work experience or training/courses.
  • At least 5 or more years of relevant professional experience with continually increasing levels of responsibility;
  • Significant experience in designing and implementing modern analytics architectures;
  • Experience with e-Government architectures and Service Oriented Architectures within large-scale implementations;
  • Experience creating effective target operating models;
  • Experience in implementing standards and protocols for data warehouses and BI;
  • Experience in leading a data warehouse and business intelligence function for an organization;
  • Experience working in mature information system environments;
  • Experience working within a defined SDLC;
  • Experience with continuous delivery/continuous improvement processes and tooling;
  • Experience working in multidisciplinary teams towards assessing issues from a technical and business perspective while considering the regulatory and political landscape;
  • Proven track record in organizing, conducting, and documenting the outputs of requirements elicitation workshops using a human-centered design approach.
  • Fluency in Python and SQL;
  • Familiarity with ETL processes;
  • Should have strong knowledge of Oracle, SQL Server;
  • Should have working knowledge of performance optimization and tuning tools;
  • Should be able to work in Agile and Waterfall based projects;
  • Understanding and knowledge of best practices within the development process including SDLC;
  • Encouraging team and partner staff; able to mentor and lead. Goal-orientated;
  • Up-to-date on the latest industry trends; able to articulate trends and potential clearly and confidently;
  • Honest, reliable, and takes ownership of tasks, the incumbent will be required to notify the manager when there is a delay in meeting deadlines and where there are blocking factors inhibiting him/her from advancing;
  • Attention to detail, results-driven, team-oriented, self-motivated professional who is able to combine exceptional business acumen with a high degree of IT knowledge and effective communication skills;
  • Pro-active and autonomous but willing to ask for help when needed;
  • Sound interpersonal skills as the incumbent will be interacting with colleagues, vendors, and stakeholders of all professional levels. It is important the incumbent can gain credibility with them to effectively complete his/her tasks;
  • Strong communication skills, both written and oral;
  • Ability to focus on delivering results in a dynamic environment with aggressive deadlines and multiple priorities; Understanding of the complexity of the institutional landscape of central, regional, and local government in Ukraine would be considered a plus;
  • Fluency in spoken and written English as a working language.
