ORGANIZATIONAL CONTEXT

WFPs Programme in South Sudan aims to reach approximately 5 million people each year with both emergency and recovery assistance. The L3 emergency operation provides food and nutrition assistance for populations in crisis and delivers safety net programmes such as food assistance for assets, purchase for progress and school meals to food insecure people in more stable contexts. In all it programmes WFP seeks to employ the most efficient, effective and appropriate transfer modalities whether in-kind food, cash-based transfers (CBT), or capacity development.

WFP is constantly looking for innovative solutions to address the root causes of food insecurity in South Sudan, and to respond to the challenges of delivering assistance efficiently and effectively in the country. WFP South Sudan has the aim of having a digital record of all of the beneficiaries served, so that WFP can improve the efficiency and effectiveness of operations. WFP does this through biometric registration and imports of beneficiary records from trusted partners, and has the aim of a complete beneficiary registry of all the 5 million plus beneficiaries that WFP serves. Additionally, WFP aims to have digitally managed transfers to all of these beneficiaries through a variety of transfer modalities and delivery mechanisms.

JOB PURPOSE

We are seeking a Data Analyst to be based in our Country office in Juba to help analyze beneficiary and transfer data with the aim of meaningfully improving the efficiency of operations through improved data analysis. The Data Analyst will be a person who can look at a landscape of data and provide KPIs and real time analysis that directly inputs into operational decisions. The understanding and utilization of the SCOPE system, cash based transfer processes and how WFP carries out distributions is fundamental to this, as well as the ability to form partnerships with internal and external stakeholders.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead on data assurance activities within the CO including ensuring analysis on reconciliation, de-duplication, anomaly analysis and verification
2. Conduct in depth analysis and identify and flag trends in data from registration, the South Sudan registry, and distributions
3. Assist stakeholders and product owners with analysing and validating business needs and establishing development priorities including the review of CBT and all transfers using SCOPE or other digital systems, providing routine data updates on CBT and non-CBT programming and digitization efforts
4. Coordinate with functional units in country office to ensure that analysis needs are covered and technical inputs provided
5. Reporting inputs are accurate and verified using auditable digital trails, and information is available to relevant units and focal points
6. Proactively identify challenges regarding data collection and processing to suggest solutions and establish mechanisms to improve data quality and integrity for analysis and identify cost efficiency gains possible through such analysis
7. Work closely with teams in regional bureaus and head quarters to ensure that software solutions meet the growing data analysis needs within South Sudan Country Office

DELIVERABLES AT THE END OF THE CONTRACT

Up to date suite of analysis products useable and accessible to country office and field office staff that utilise the breadth of data available to provide meaning analysis on key assurance indicators including

1. biographic de-duplication efforts across data sources
2. Anomaly analysis as beneficiaries carry out transactions (both CBT and inkind)

3. Reconciliation analysis

4. Provide data availability following the correct data protection principles for WFP partners in South Sudan

5. Ensure up to aggregate data is accurate and available for all reporting units, partners, and field offices in real time and useable within corporate reporting systems
6. Increased national capacity in data analysis and data literacy through skill development, documentation and knowledge sharing activities
7. Present regular proposals on improvements to systems and processes to ensure WFP South Sudan data analysis is utilising the best/most up to date tools and processes
8. Deliver projects based on programme requirements beyond SCOPE registry and CBT activities as requested by Unit heads

MINIMUM REQUIRED QUALIFICATIONS

Academic Qualifications: Advanced University degree in Engineering, computer sciences, economics, statistics or related areas, or a first university degree supplemented by additional years of relevant work experience

Experience: Minimum 6 years of relevant experience in a similar capacity, preferably in international organisations or development agencies or carrying out financial risk analysis

Language: Fluency in English language required. Intermediate knowledge of a second official UN language desired (Arabic, Chinese, French, Russian, Spanish)

• Good working knowledge of relational or other data bases
• Good experience in analysing and translating analysis in user friendly methods
