ACAPS, a project hosted by the Norwegian Refugee Council (NRC), is looking for a Data Analyst to join the ACAPS Ukraine Analysis Hub.

Context

More than nine months since the escalation of violent conflict in Ukraine, humanitarian needs continue to grow both inside and outside the country. The crisis has caused widespread civilian casualties and resulted in one third of Ukrainians fleeing their homes to seek safety, protection, and assistance. Close to seven million people are currently estimated to be displaced within the country and likely unable to meet their basic needs, with access remaining a key challenge in areas facing active hostilities. More than seven million Ukrainian refugees have been officially recorded across Europe. Both the overall number of people displaced inside and outside Ukraine and locations of their displacement continue to be difficult to effectively track.

Although the conflict is becoming protracted, available information and analysis on humanitarian needs remains limited, particularly at the regional level. As a result, there is a growing need for regional analysis in affected neighbouring countries. Existing humanitarian data, which is urgently needed to make sense of the crisis, remains fragmented, and scattered across many different sources and languages. Understanding the socioeconomic impact and the different dimensions of vulnerability of the affected populations in countries including Poland, Romania, and Moldova will help humanitarian actors to understand the broader implications of the crisis and address humanitarian needs accordingly.

Ukraine Analysis Hub

ACAPS is establishing a Ukraine Analysis Hub to provide impartial, independent, timely, and high-quality analytical products, which strengthen the evidence base for decision making and response programming among humanitarian stakeholders related to the crisis in Ukraine. To achieve this, ACAPS will put together a team of one Team Leader, two Senior Analysts, three Data Analysts, six Research Analysts, and four Data Collectors, with support from Expert Analysis Advisors and others within the organisation.

The Ukraine Analysis Hub will: Provide independent, high-quality analysis of the humanitarian crisis and response in Ukraine through building a platform connecting data and analysis of both local and international sources, in order to achieve a more nuanced, in-depth understanding of the humanitarian situation

Overview of the Role

The Data Analyst will strengthen the quantitative analysis capacities of the Ukraine Analysis Hub, especially in terms of understanding the broader regional impact of the Ukraine crisis. The Data Analyst will do this by conducting regular analysis of data from neighboring countries and ensuring the quantitative data is analysed, processed, and communicated in a structured and efficient manner. The successful candidate will turn data into information, information into insight and insight into decisions. The Data Analyst will work alongside the rest of the Ukraine Analysis Hub team in to improve current analytical processes, ensuring that analysis is methodologically appropriate and robust.

Tasks and responsibilities

Data Analysis

  • Identify, clean, and analyze humanitarian datasets within the Ukraine response, with a focus on sources in neighboring countries. Explore data for trends and patterns, with a focus on producing useful and meaningful results. Work with research analysts to interpret the results in a humanitarian context
  • Visualize data, and present data and results in a clear and meaningful way (dashboards, datasets, visualisations)
  • Acquire data from primary or secondary data sources and bring in new data sources to support and strengthen analysis
  • Develop and maintain the Ukraine Hub data management systems, including maintaining databases, developing data pipelines to bring in new data, automating processes to improve data collection, and developing systems to maintain data quality and accessibility, and improve analysis across the organisation

Analytical products

  • Support the design and production of Ukraine Analysis Hub’s analytical products with quantitative analysis component
  • Review current data collection and analysis activities and processes in the Ukraine crisis to understand the information landscape and current gaps on an ongoing basis
  • Ensure regular updates of relevant datasets
  • Provide support and capacity building to regional partners in quantitative analysis

Methodology and tools

  • Develop and document methodology and tools necessary to achieve relevant analytical results
  • Represent ACAPS in external technical groups
  • Support the development of technical partnerships with expert entities working on data collection and analysis
  • Contribute towards learning and innovation within the Ukraine Analysis Hub and response as a whole

Requirements and qualifications

Qualifications and experience

  • Education to postgraduate level in social sciences, information management, statistics, data science, or other relevant subject. Other degrees with relevant experience may be considered.
  • At least 3 years of relevant working experience in data analysis, information management, or similar
  • Experience working in NGO or humanitarian sector is an asset

Professional competencies

  • Expertise in data analysis, data manipulation, data management, and data visualisation.
  • Training and proven understanding/application of quantitative and qualitative research methods
  • Sound knowledge of Python or R, or other similar software. Familiarity with database query languages such as SQL is an asset.
  • Sound knowledge of statistics and experience using statistical packages for analysing data.
  • Sound knowledge and experience of data visualization tools such as Power BI, Tableau, etc.
  • Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy
  • Adept at report writing and presenting findings in a clear and meaningful way.
  • Understanding of or interest in the humanitarian sector and emergency response context.
  • Fluent written and oral communication skills in English. Working knowledge of Ukrainian and/or Russian or other regional languages is beneficial
  • Cartographic skills, including use of GIS software and graphic packages such as Adobe suite is an asset
