Data Analyst ACAPS Jordanian Nationals Only Hosted at NRC MERO AMMAN - Jordan

Purpose of the position To contribute to the cross-organizational coherence of ACAPS data products and methodology, including the implementation of Data Services processes, and responsibility of quality control of ACAPS datasets, including the INFORM Severity Index.

Role and responsibilities

Generic Responsibilities

  • Contribute to ensure ACAPS’ workflow to produce data and estimates required for the different data products throughout the organisation.
  • Provide data analysis support to the Analysis hub teams.
  • Support the ACAPS team in implementing data-related products and processes.
  • Contribute to develop ACAPS analysis tools and methodologies
  • Coordinate joint analysis with other key analysis, IM and operational colleagues.
  • Coordinate with UN led cluster and working groups including IMAWG and DIG for promoting better data analysis for evidence-based decision-making process.
  • Represent ACAPS in data forums, workshop and meetings.
  • Support the development of technical partnerships with expert entities working on data collection and analysis (Centre for Humanitarian Data, DHS...).
  • In collaboration with the Risk and Data Advisor, develop new concepts for additional projects to support the humanitarian responses where ACAPS provides assistance.
  • Ensure that all donors are kept informed of any challenges to existing programmes, and provide potential solutions to keep projects on time and within budget.
  • Perform other duties in the organisation as appropriate.

Data Collection and processing:

  • Strengthen the quantitative aspects of the ACAPS analysis workflow. This will mean working with existing datasets as well as introducing new data sources into current practices as well as providing an advisory function to existing analysis workflows.
  • Design, develop and manage a core data base of quantitative and qualitative information.
  • Acquire data from primary or secondary data sources and support the data team to develop and manage robust databases to maintain data quality and improve analysis.
  • Lead on developing data collection/survey tools and manage the data collection process including providing training to enumerators/data collectors, troubleshooting system and others.
  • Monitor developments in technology and data and craft innovative solutions for remote data collection in conflict affected contexts.

Data Analysis:

  • Design, develop and implement quantitative analysis methodology and tools to improve ACAPS analysis products.
  • Provide technical support on data analysis, including coaching and training to ACAPS staff and partners.
  • Conduct descriptive and inferential analysis to inform the hub analysis.
  • Develop data analysis products, dashboards and data visualisation on demand for ACAPS staff, partners and the broader humanitarian response.

  • Filter and clean data, interpret data, analyse results using statistical techniques and provide high quality reports and visualisations.
  • Identify, analyse, and interpret trends or patterns in complex data sets.
  • Explore and innovate with the ACAPS technical team, to develop new products as required.

GIS Analysis and Support:

  • Manage the development and maintenance of a GIS database that supports thematic and periodic analysis products of the Analysis Hub, and a non-spatial database that includes all database types
  • Work closely with the Analysis Hub team on the design of products and advise on mapping options and data visualization to communicate complex analysis results.

Analyze data and map datasets.

  • Design and manage map layouts, infographics, charts and data visualization design for Analysis hub products
  • Prepare the Analysis Hub presentations and communication materials.
  • Prepare on demand specific products in relation to spatial and non-spatial information analysis, mapping and data visualisation

Other

  • Contribute towards learning and innovation within the Hub and Response as a whole.
  • Support the start-up of data collection systems, tools and processes for other crises in the Middle East and North Africa Region.
  • Other relevant duties, as assigned.

Context/ Specific skills, knowledge and experience

  • Post-graduate qualification in Mathematics, Computer Science, Information Management , Statistics or social sciences . Other degrees with relevant experience may be considered
  • Expertise on database design development, data mining, data visualisation.
  • Expertise on spatial analysis and experience on using GIS software package like ArcGIS, QGIS, etc
  • Sound Knowledge of statistics (both descriptive and inferential analysis) and experience using statistical packages for analysing data (Excel, SPSS, STATA, and SAS etc). Knowledge of R or Python are preferred.
  • Sound knowledge and experience on data visualisation software such as, Power BI, Tableau, or other prototype software etc.
  • Sound knowledge and experience on developing composite indicators and data modelling.
  • Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy
  • Understanding of the humanitarian sector and emergency response context.
  • Fluent written and oral communication skills in English. Arabic language skill a plus.
  • Demonstrated problem solving skills and results oriented approach. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Proven ability to work strategically to set goals and flexibility and creativity in realizing them.
  • Knowledge of standard ICT office support tools including spreadsheets, word-processing and presentation software.

Duty Station: ACAPS currently hosted at NRC MERO Amman

Travel: Upon request, not on a regular basis

Duration & contract type: fixed-term contract subject to funding (until 30.09.2023, likely to be further extended subject to funding availability and individual performance )
