Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Office/Unit/Project Description:

The Spotlight Initiative is a global, multi-year partnership between the European Union and the United Nations to eliminate all forms of violence against women and girls by 2030. Launched with a seed funding commitment of €500 million from the European Union, the Spotlight Initiative represents an unprecedented global effort to invest in gender equality and women’s empowerment as a precondition and driver for the achievement of the Sustainable Development Goals. The initiative builds on knowledge and lessons learned from past programmes.

As a project office, the Secretariat of the Spotlight Initiative supports the Operational Steering Committee and is comprised of a Management Unit and Technical Unit. The two units work in close collaboration and in a complementary manner.

The Management Unit provides operational and administrative support to the Governing Body and Operational Steering Committees. It is responsible for the coordination and day-to-day management of the Initiative. The Management Unit also codifies policies and rules of procedure into an Operations Manual and produces a Risk Management Strategy. Additionally, the Management Unit provides strategic advice and quality control over the implementation of the initiative and coordinates meetings. It facilitates collaboration and communication between the Executive Office of the Secretary-General, recipient United Nations organizations, and the Resident Coordinators regarding the operations, when necessary.

Institutional Arrangement:

The Data Analyst will report to the Monitoring and Evaluation Manager (P4).

Duties and Responsibilities

Scope of Work

  • Contribute to data analysis for the fund and for programme teams, particularly related to fund disbursement and programme budgets and work planning;
  • Build data models and produce data plans and information management tools to contribute to forecasting and risk management of the fund;
  • Support data collection tools to supplement existing functions of the MPTF Gateway 2.0;
  • Generate data visualization products, including infographics, and maps, using Power BI or other tools, for use in meetings and presentations, as knowledge products, etc.;
  • Operate on data export, conversion, cleaning and export in different data formats, including CSV, Excel-based data, and shapefiles;
  • Design data collection tools, sampling frameworks, data storage systems, and analytical products;
  • Monitor quality of data collected, perform data cleaning activities, and ensure regular updates on data quality in collaboration with the staff of the Spotlight Fund Secretariat;
  • Assist on preparing data reports, both internally and for partners, and incorporating data analysis into narrative reports, including annual reports;
  • Provide dedicated technical advice for designing and implementing integrated and comprehensive data collection and analysis tools;
  • Provide capacity-building related to data management and analysis;
  • Coordinate with MPTF to produce data analysis using financial data;
  • Coordinate technical support to programme teams related to data collection and analysis, including for their budgets and annual work plans;
  • Support the development of communication materials with the objective of highlighting results through data;
  • Promote the use of data management tools at the programme and global level.

UN System

In-depth and up-to-date knowledge and understanding of the UN system and the mandates of constituent agencies, including with UN corporate standards and language requirements.

Required Skills and Experience

Min. Academic Education

  • Bachelor’s degree (or equivalent) in computer science, data/information management, information technology or a related field at the university level.

Min. years of relevant Work experience

  • 2 (two) years of relevant experience related to data management / database development and data analysis at the national or international level.

Required skills

  • Strong quantitative analytical skills and ability for strong visualizations and representation of data;
  • Excellent knowledge of information technology, including expert knowledge of Excel;
  • Excellent communication and writing skills.

Desired additional skills

  • Prior experience with data analysis is an important asset;
  • Knowledge of and previous experience with data visualization and data visualization software is an asset;
  • Experience with programming languages, such as SQL, Oracle, and Python is desired;
  • Knowledge of development studies is desired;
  • Knowledge of the UN system and coordination is desired.

Required Language(s) (at working level)

  • Fluency in English is required.
  • Knowledge of another UN language (particularly French or Spanish) is an asset.
