Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger and malnutrition. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The support is based on the guidelines as provided by the Country Programming Framework (CPF). The current Zambia CPF has four priority areas: (1) Improve production and productivity of crops, livestock, fisheries, and forestry; (2) Sustainable management of the natural resource base and Increasing Resilience and Uptake of Climate Smart Agriculture; (3) Enhance food security and nutrition status; and (4) Improved market access and sanitary measures. The incumbent’s tasks will mainly contribute to the first priority area.

The Food and Agriculture Organization of the United Nations (FAO) is implementing a new project titled Zambia Multisectoral Pandemic Preparedness and Response Project (ZaMPPR). This project is being supported by the World Bank under the Pandemic Fund. The project focuses on fortifying the nation's readiness and response capabilities concerning public health threats and challenges.

Reporting Lines

The incumbent will be under the overall supervision of the FAOR Country Representative and under the functional and administrative supervision of the AFAO Representative – Programme. The incumbent will work under the national project coordinator for day-to-day activities. S/he will also work closely with technical backstopping of the ECTAD Country team Lead.

Technical Focus

The incumbent will play a pivotal role in the development and implementation of the monitoring and evaluation strategy for the World Bank Funded project Zambia Multisectoral Pandemic Preparedness and Response Project (ZaMPPR) in Zambia.

Tasks and responsibilities

• Lead the development, implementation, and maintenance of robust data collection systems and databases, ensuring seamless integration with project objectives. Design and implement data analysis syntaxes to enhance the efficiency and accuracy of data interpretation; This includes provision of meticulous oversight and high-quality control standards during all data entry activities; • Responsible for data cleaning and preprocessing to ensure data accuracy, consistency, and reliability and addressing any issues related to missing data, outliers, or discrepancies. • Substantively contributes to in-depth data analysis to identify trends, patterns, and insights related to fund utilization, project outcomes, and key performance indicators. Utilize statistical methods and data visualization techniques. • Substantively contributes to capacity building of participating partners in matters related to data collection, handling and management; • Design and maintain interactive dashboards to facilitate real-time monitoring of project metrics. Ensure dashboards are user-friendly and accessible to relevant stakeholders. • Participate collaboratively in the design phase of data collection methodologies, ensuring alignment with project goals, and contribute to shape methodologies, encompassing various tools such as household surveys, community interviews, key informant interviews, and focus group discussions; • Contributes to the timely production of cartographic products and mapping of various project interventions and progress. This includes liaison with GIS officer/mapping unit within Ministry of Fisheries and Livestock/Ministry of Health to ensure timely production of various maps on various project activities; • Contributes to periodic reports on the progress of the project. This includes participation and contribution to the project knowledge management activities; • Undertake any other duties as may be assigned by management from time to time.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in the field of Social Sciences, Mathematics, Business Management or agricultural economics or equivalent with five years of relevant experience. • Advanced degree in information management or related fields with at least three years of experience in Data Management. • Working knowledge of English • National of Zambia.
