Organizational Setting

FAO Pakistan regularly conducts Food Security and Livelihood Assessments (FSLAs), baseline, midline and end line/impact evaluation surveys/studies in collaboration with its partners, which focus on socioeconomic, food security and resilience status of the targeted population for its projects across Pakistan. Standard global food security and resilience assessment tools are used in the assessments/surveys. Through baseline, midline and end line/impact evaluation surveys/studies, status of project beneficiaries (treatment group) viz-a-viz non-beneficiaries (control group) is assessed to understand how FAO projects have benefitted its beneficiaries through various activities.

FAO has also developed a global tool to assess the resilience status of the population, namely Resilience Index Measurement and Analysis (RIMA) which is being employed in several countries. Further, FAO Pakistan regularly conducts Integrated Food Security Phase Classification (IPC) acute food insecurity (AFI) and acute malnutrition (AMN) analyses in collaboration with its partners (federal/provincial government, UN agencies, international and national NGOs), focusing on most vulnerable/flood/drought affected districts across Pakistan. IPC is also a global tool and being implemented in various countries across the globe.

The position is at SB III SC 5 level.

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan, under direct supervision of Monitoring and Evaluation Officer and technical supervision of Statistician-FAO, the Data Analyst will undertake the following duties:

Technical Focus:

Design assessments/surveys tools focusing on socio-economic, food security and agriculture, train enumerators, perform data analysis, present the results and draft the assessment/survey reports.

Tasks and responsibilities

• Assist in designing the tools for assessment, developing/programming the tools using KOBO, sampling of the areas, preparation of presentations and assessment reports • Assist in developing training materials and co-facilitate enumerators training sessions, field testing and monitoring of fieldwork • Assist in coordinating the collection and analysis of household and community level food security and livelihood assessments data, data cleaning and management • Assist in coordinating with Government, line departments at federal and provincial level and other stakeholders including NGOs • Contribute to communicating the assessment findings and reports to other actors and stakeholders • Assist in collecting the secondary data on vulnerability, general socio-economic profiles, food prices, agricultural inputs prices, international trade and other agriculture statistics • Contribute to conducting the impact evaluation, analysis for MEAL, Resilience Index Measurement and Analysis (RIMA), and carrying out other related technical studies • Assist in conducting the IPC analysis workshops and preparation of IPC reports/briefs • Prepare different documents (e.g. Reports, Correspondence, Agendas, Minutes, and Event Programs etc.) for activities of Information Management Unit • Assist in scheduling different types of activities (e.g. Meetings, Training/Workshops/Seminars) of Information Management Unit • Structure the data/information according to the FAO requirement • Perform any other relevant tasks related to data analysis

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in statistics, economics, econometrics or agricultural economics; • Minimum of 5 years of proven knowledge and experience in data analysis of assessments and programme evaluation; • Working knowledge of English and knowledge of other local languages is an asset; • National of Pakistan.

Functional Skills

• Strong analytical skills and knowledge of agriculture, food security and livelihoods in the context of Pakistan • Experience or familiarity with programme evaluation, food security and livelihoods assessments methodologies, including surveillance or monitoring systems, agricultural production assessment, market analysis etc. • Experience in survey design, sampling, data collection, data analysis, and interpretation for assessment processes in agriculture and food security • Expertise in remote data collection including phone or web-based surveys would be a plus • Working knowledge of advanced statistics with ability to use statistical software packages (in particular SPSS and/or STATA) • Experience in using and programming questionnaires in digital data collection tools (Kobo toolbox, ODK) • Proven data visualization and reporting skills • Excellent communication skills, both verbal and written • Coordination skills with strong individual planning capacity • Ability to work under pressure and with minimum guidance • Willing to undertake field visits as required.
