Duties and Responsibilities UN- Habitat established the Data and Analytics Unit (formerly known as Global Urban Observatory (GUO)) unit under the Knowledge and Innovation branch of UN-Habitat as a specialized statistical unit in charge of global monitoring of the Habitat Agenda and other agendas with an urban linkage. DAU has more than 20 years’ experience in the collection, analysis and production of urban data at the world level and in specific cities. In line with UN-Habitat’s mandate, DAU is working to a) Improve the capacity of countries and cities to access relevant information, setting global standards in the design analysis and collection of urban data, and supports the translation of data/information into policy formulation; b) Guide methodological developments of the urban related indicators and targets used by the international development community to monitor global progress towards implementation of the NUA and the urban SDGs; c) Improve worldwide urban knowledge base by supporting governments, local authorities and civil societies in the development and application of policy-oriented urban indicators, statistics and other urban information.

In 2020, GUO produced the 8th Global Urban Indicators Database (VI) update. In addition to addressing the New Urban Agenda data needs, this database provides information on selected SDGs, especially those in Goal 11. The Data used in the development of the Global Urban Indicators Database (III) is collected/analysed from different sources: national censuses; Demographic and Health Surveys (DHS); Multiple Indicators Cluster Surveys (MICS); Urban Inequities Surveys (UIS); various national household surveys; and other administrative sources. For the SDGs, GUO is updating the available database with new data that has relevant disaggregation including gender and space as stipulated by the SDG monitoring frameworks.

RESPONSIBILITIES

The individual contractor will work in the Knowledge and Innovation Branch, under the direct supervision of the Chief of the Data and Analytics Unit. She/he will be responsible for the following tasks:

1. Contribute to the analysis and updates of the Urban Indicators Database including follow up with National Statistical systems on SDGs and Urban Monitoring Framework (UMF) related data and reporting mechanisms. 2. Compile a database comprising of selected Human Settlement Indicators at the city level based on Degree of Urbanization (DEGURBA) for selected countries. 3. Contribute to piloting data gathering using tools developed as part of monitoring and reporting of urban SDGs in countries. 4. Prepare/contribute to various statistical tables and annexes, as part of UN-Habitat flagship reports, background papers relating to the NUA and other internationally agreed goals and targets relevant to sustainable urbanization and human settlements. 5. Support the collection, processing, evaluation and dissemination of various forms of data from Member states, UN-Habitat branches and regional or field offices, civil society, NGOs and partner databases including those from other UN agencies, UN Statistical Division, UN population Division, etc. 6. Undertake any other activities in support to the development of SDG11+ metadata and indicator methodological works and organization of Expert Group Meetings.

Qualifications/special skills High school diploma or equivalent is required. A diploma in Statistics, or any other closely related field is desired. At least ten years of progressive experience as researcher/analyst working on a broad range of urban and human settlements issues at the local, national and international levels is required. Some level of knowledge of and experience working with the SDGs is highly desirable.

Languages For this consultancy, fluency in oral and written English is required. Although not a requirement, knowledge of any other UN language will be an advantage
