Duties and Responsibilities BACKGROUND

UN-Habitat established the Data and Analytics Unit (DAU)--(formerly known as Global Urban Observatory (GUO)) unit under the Knowledge and Innovation branch of UN-Habitat as a specialized statistical unit in charge of global monitoring of the Habitat Agenda and other agendas with an urban linkage. DAU has more than 20 years’ experience in the collection, analysis and production of urban data at the world level and in specific cities. In line with UN-Habitat’s mandate, DAU is working to a) Improve the capacity of countries and cities to access relevant information, setting global standards in the design analysis and collection of urban data, and supports the translation of data/information into policy formulation; b) Guide methodological developments of the urban related indicators and targets used by the international development community to monitor global progress towards implementation of the NUA and the urban SDGs; c) Improve worldwide urban knowledge base by supporting governments, local authorities and civil societies in the development and application of policy-oriented urban indicators, statistics and other urban information.

In the last 20 years, UN-Habitat has been responsible for assisting Members States monitor and gradually attain the “Cities without Slum” Target, also known as “Target 7D” under the MDGs as well as track progress towards the SDG housing target 11.1 as defined by indicator 11.1.1: Proportion of urban population living in slums, informal settlements or inadequate housing under the SDGs.

As part of these activities, DAU is seeking a data analyst to support the Unit to undertake a project in partnership with the West Indian Ocean Marine Science Association to collect Global Urban Monitoring framework (UMF) indicators baseline data in two cities (Mombasa and Dar es Salaam) in the western Indian ocean region. The remaining portion of the project which will be conducted in 3 months, will entail data collection and analysis, engagements with city officials and other stakeholders, development of city profiles and project document for the target cities. For this TORs, we see the local coordination support for the City of Mombasa.

RESPONSIBILITIES

The consultant will work in the Knowledge and Innovation Branch, under the direct supervision of the Chief of the Data and Analytics Section. She/he will be responsible for the following tasks:

1. Organize and coordinate data collection and validation workshops in Mombasa 2. Coordinate the field data collection process and Key Informant Interviews. 3. Supervise local data collection teams, support analysis and interpretation 4. Contribute to validation of UMF statistical data from city stakeholders 5. Support the development of workshop reports, city profiles and final project report.

Qualifications/special skills A first degree or equivalent in Statistics, Demography, Economics, Actuarial Sciences, or any other closely related field is required. At least five years of progressive experience as a researcher/analyst working on a broad range of urban issues at the local, national and international levels including in analysis of large datasets (e.g. DHS, MICS, LSMS), summarizing and presenting large quantities of statistics on human settlements using relevant computer software is required Experience publishing in high-impact peer-reviewed journals; Familiarity with the UN system; Some level of knowledge of and experience working with the Sustainable Development Goals (SDGs) is highly desirable.

Languages For this consultancy, fluency in oral and written English is required. Although not a requirement, knowledge of any other UN language will be an advantage.
