Org. Setting and Reporting This position is located in the Office of the Under-Secretary-General of the Department for General Assembly and Conference Management (DGACM) contributing to the integration vision for the Secretariat conference management solutions. The incumbent will report to the Chief of Operations and Resource Management responsible for the Conference Event Management Umoja Extension 2 Inspira (CEM-UE2-Inspira) Project. The focus of this position is to generate and communicate data-driven business process analyses and insights in support of integration of various conference-management enterprise solutions(CEM) developed by DGACM with each other and with the Secretariat enterprise platforms, Umoja and Inspira.

Responsibilities Within delegated authority, the Data Analyst will be responsible for the following duties:

•In consultation and close collaboration with users identifies and defines workflows and business process improvement opportunities by undertaking fit-gap analysis on the business readiness of CEM enterprise systems with Umoja and Inspira; •Coordinate with various stakeholders within DGACM to ensure a status of preparedness for integration with project teams responsible for managing DGACM managed CEM solutions and with suppliers; •Support the Chief in developing project plans and implementation of project activities, reaches out to counterparts in DMSPC, DOS, Divisions of Administration to facilitate concerted efforts and common understanding of project goals and approved implementation plans; •Draft business change requests for submission to the functional groups established within the Umoja governance framework; •Support the Chief in preparing presentations, drafting talking points, inputs for reports for the legislative and oversight bodies, supplies data; •Conduct comprehensive data analysis to support business cases for proposed integration solutions; •Coordinate development and design of proposed integration solutions with multiple stakeholders and users in DGACM conference services in New York, Geneva, Vienna and Nairobi and project managers responsible for the CEM projects; •Identify appropriate data sources for integration, including proposing workflow and reviewing transactional data requirements across projects and integration with master data; •Identify and verify the business requirements for the integration of DGACM systems and core Umoja and Inspira by drafting and reviewing relevant documentation and project initiation document; liaise with relevant parties to form a clear understanding of the gaps in data flow, based on technical and business requirements, and master and transactional data and ensure follow-up actions in accordance with the roadmaps for the projects identified within the scope of integration; •Answer specific questions raised by the project teams as they detail the project's integration business requirements; •Work closely with business and technical teams to identify change requests and feasibility of user requirements; •Create and present process flow diagrams for functional data flows; •Implements project activities assigned by the Chief; •Perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in computer science, data science, analytics, mathematics, statistics, information management, public administration, management or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in applied analytics, business intelligence, information management, statistics, project management, stakeholder management or related area is required.

Experience in using data to inform decisions, strategies and execution is required.

Experience in business analysis of complex, interlocking processes and systems is required.

Experience in data exchange and building data models for system integration analysis in the context of enterprise applications development, specifically SAP is required.

Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is desirable.

Experience with enterprise resource planning and management systems, such as Umoja/SAP, is desirable.

Experience with conference and event management enterprise applications is desirable.

Languages Fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

•Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. •Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

•While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
